You will serve as a SUPERVISORY PHYSICAL SECURITY SPECIALIST (ANTI-TERRORISM) in the Installation ANTI-TERRORISM OFFICER of Naval Support Activity Bethesda. This job carries a significant amount of responsibility. Please read the entire job announcement before applying.

Duties

You will lead subordinate Physical Security Specialists in preparing a Terrorism Threat Assessment for personnel and assets aboard the Installation. You will prepare the Threat Matrix which ensures that security and procedural countermeasures are economically designed to counter specific threats or to mitigate specific vulnerabilities. You will conduct the Vulnerability Assessment (VA) in conjunction with other Anti-Terrorism (AT) Working Group members in a collaborative effort. You will serve as the authoritative expert for all matters relating to Physical Security matters as related to reducing the vulnerability of the installation and tenant commands. You will validate identified security deficiencies and review narrative reports of findings and recommendations prepared by subordinates. You will serve as the command expert in electronic security systems to ensure systems are planned and functioning properly. You will directly supervise a team of civilian and military Physical Security Specialists. You will serve as the Antiterrorism Training Team (ATTT) Leader.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • Must be able to obtain and maintain a Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Selectee must obtain and maintain a current valid United States driver’s license.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You must maintain proficiency in the use of firearms and successfully qualify annually with the 9 mm pistol and other authorized firearms.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing project management and advice on matters of physical security, force protection and anti-terrorism programs; 2) Identifying areas in which improved physical security are required; 3) Applying physical security policies and regulations; 4) Conducting protective and physical security surveys, crime prevention studies and related training. Requires moderate to arduous physical exertion in exercising police authorities, such as, that required to subdue, disarm, and arrest violent or potentially violent persons suspected of crimes. There may be exposure to occasional long periods of overtime, shift rotation, and participation in surveillance and undercover operations. Many spend long periods walking, standing, or driving. Must be able to demonstrate physical agility, such as, bending, stooping, limited running, lifting of at least 60 lbs. Incumbent will be exposed to some degree of stress normally associated with protective services/law enforcement duties. WORK ENVIRONMENT: Work is performed primarily in an office/classroom setting however, recurring assignments also require extended periods out of doors and involves entry into high physical risk areas while performing inspections. Employee is exposed to extreme temperatures and changing weather. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
