These positions are located in the National Park Service Fire and Aviation Management Division as Fire Budget Analysts and for Everglades National Park also serves as the Incident Business Management Specialist.

Duties
As a GS-09 Budget Analyst, you will perform duties such as:
Assist with the development, preparation, and revision of the unit/region budget.
Assist in the preparation of instructions to managers.
Draft procedural guidance concerning the format for submission of annual estimates and funding needs.
Check accuracy and adequacy of budget justification data submitted in support of budget estimates or requests for allotments.
Prepare data summaries for inclusion in routine and special reports on budget execution.
Assist in developing budget and program planning.
Provide information/assistance about the program and budget; research discrepancies and resolve problems.
Perform finance and budget work using automated spreadsheet programs.
Tabulate cost data on individual projects and apply basic budget analysis to budgetary data.
Serve as regional expert on fire business management procedures, including time, cost analysis, procurement, informal contracting procedures, and injury claim and compensation rules.
Serve as Alaska Regional lead for fire implementation management systems, including Incident Qualifications and Certification
Duties will be developmental in nature when filled below the full performance level.
As a GS-11 Budget Analyst, you will further include duties such as:
Analyze and evaluate financial and budgetary information for long and short-range financial planning.
Monitor/track funding sources such as allotments and reimbursements.
Reconcile and adjust accounts to ensure accuracy of programming.
Analyze and review annual and multi-year performance for the organization served.
Reconcile budgetary, financial, and organizational data between automated systems.

Qualifications
All qualifications must be met by the closing date of this announcement-11/15/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-09 grade level, you must possess all of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience must include:(1) contributing inputs on budget formulation, budget execution, budget performance, or budget training; (2) providing reports and/or advice to management officials on budgetary matters; (3) developing, analyzing, or implementing budget proposals; (4) preparing financial reports consistent with laws and regulations.

EDUCATION: Successful completion of at least a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. You must include transcripts.

Successful completion of a combination of education and experience as described above. You must include your resume with hours worked per week annotated, as well as transcripts.
To qualify for this position at the GS-11 grade level, you must possess all of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience must include (1) determining whether obligations, expenditures and allotments are within funding limitations of an approved budget; (2) compiling, analyzing and making corrective entries to income, operating expenses, and budget; (3) preparing preliminary budget estimates and reviewing justifications for program support activities; (4) compiling and presenting financial data, into work sheets, budget schedules, and other supplemental reports needed for budget and funding reviews.

EDUCATION: Successful completion of at least a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. You must include transcripts.

Successful completion of a combination of education and experience as described above.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
