About the Position: Serves as the Chief, Transportation Services Branch, responsible for the planning, directing, and coordinating activities that impact worldwide movement of personal property, military and civilian personnel, and their dependents.
Duties
First-line supervisor of multiple Transportation Specialist. Directs, and coordinates work for the Transportation Personal Property and Travel Branch functions within Vehicle Operation, Personnel Movements, and Passenger Travel.
Ensure port calls, group moves and the procurement of commercial airline reservation tickets for all Army personnel are in accordance with all policies and procedures.
Responsible for the issue and accountability of all Government Service Administration (GSA) lease vehicles assigned to the organization Billing Office Address Code (BOAC).
Perform Contracting Officer Representative (COR) and Quality Assurance Evaluator (QAE) duties.
Recommend new or alternative procedures and methods based upon operational needs and available resources. Provide knowledge and expertise necessary to ensure government interests and obligations are fully satisfied.
Carry out Joint Service policies and procedures governing worldwide personnel travel via commercial and military airlift, boat, ferry service, and common carrier.
Serve as point of contact for issues requiring manager level discrepancies by coordinating with fiscal stations, contract accounts, government contractors, finance and accounting offices, and other official organizations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to obtain and maintain a Secret/T3 security clearance.
- There may be a one (1) year supervisory probationary period.
- Occasional TDY may be required.

Specialized Experience: One year of specialized experience which includes monitoring transportation operating procedures; oversee movement/storage of personal property utilizing air and surface transportation systems; passenger travel, movement of army freight, and quality control inspections of household goods shipments. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service GS-09.

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
