THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a TITLE 5 SAFETY AND OCCUPATIONAL HEALTH SPECIALIST (MI 127th WG), Position Description Number NGT5830P01 and is part of the MI 127 Wing, National Guard.

Duties

***THIS IS A TITLE 5 EXCEPTED NATIONAL GUARD POSITION*** This position is located within the Safety Office at an Air National Guard unit. The primary purpose of this position is to manage the ground safety program for the installation involving diverse group industrial safety and occupational activities and provide advisory safety services to tenant organizations. The incumbent advises command staff and operating officials on safety requirements, standards and procedures. The organizational goals or objectives of this position are to ensure the safety program is upheld by providing advisory safety service, guidance and direction to base personnel. The incumbent will work closely with the Chief of Safety. 1. Performs recurring assignments to control or eliminate unsafe physical conditions, equipment and machine hazards, and risks in human performance that may cause injury to persons or damage to property. Performs periodic inspections and evaluations of assigned unit to determine compliance with appropriate occupational safety and health regulations. 2. Conducts formal investigations of reportable and non-reportable mishaps of a recurring nature involving personal injury accidents, property damage, or occupational illnesses within the assigned functional area. Obtains statements from witnesses, photographs mishap scene, records circumstances of mishap and extent of injuries, estimates cost of property damage, and prepares a formal report of findings with proposed recommendations and abatement dates to correct the unsafe acts/conditions. 3. Reviews and recommends revisions to standard local safety instructions and guides that are relevant to current or planned contractor operations and base employees. Evaluates specific safety standards adopted by national safety associations, societies, or institutes; publications on work processes; and current industrial problems and makes recommendations as to local application related to specific work operations of assigned functional areas. 4. Reviews plans and specifications for minor construction, building alterations, and/or changes in installation equipment, to ensure compliance with safety codes and standards. Attends pre-construction conferences to brief contractor on safety requirements outlined on standardized checklists. 5. Provides technical safety training and instruction on specific safety procedures to supervisors, employees, and/or unit safety representatives on such areas as traffic safety techniques, proper storage of hazardous materials, common laboratory hazards, and building evacuation procedures. Uses a wide variety of formal training materials, such as outlines, handouts, publications, films, exhibits, protective devices, and visual aids to provide and/or reinforce information related to safe work practices, accident prevention techniques, and mishap reporting requirements.

Qualifications

SPECIALIZED EXPERIENCE: Months Required: 24 Experience, education, or training performing periodic onsite surveys, to determine compliance with applicable occupational safety standards. Prepared or revised safety instructions and guides. Advised personnel of appropriate safety and occupational health measures to control or eliminate hazardous operating processes which may cause mishaps. Investigated mishaps, obtained statements from witnesses, and photographed mishap scenes. Recorded circumstances of mishaps and extent of injuries, prepared final report(s) of findings with recommendations to correct the unsafe acts or conditions which caused injuries or property damage. Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.

Education

You must meet the following Education requirement to qualify for this position:

Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)

2 full years of progressively higher level graduate education leading to such a degree

LL.B. or J.D., if related
