This position is located at the VA Illiana Health Care System (VAIHCS), Office of the Director, including the main campus and its outpatient clinics. VAIHCS is a level three health care system, compromised of one medical center and five (5) community clinics. The primary purpose of this position is to function as an Audio-Visual Production Specialist performing a variety of duties in a changing environment.

Duties

Major Duties: Create, develop, produce, direct and edit audio/visual productions. Uses knowledge of a wide variety of principles, practices, and techniques for communicating information through audiovisual means. Ability to utilize specialized equipment, develop props and scenes and direct numerous staff to assist in all major production functions. Ability to take existing materials (ex. videotapes, audiotapes, film slides, and photos) to develop projects. Ability to analyze the needs of the customer and work with the customer to select the best media to full-fill those needs. Produces live broadcasts and serves as the lead point of contact. Ensures finished products are polished, grammatically correct, and meets the needs of the agency graphic standards, pain language, and 508 compliance. Utilizes a variety of digital cameras and lighting setups. Creates high-resolution, high-quality still digital images both in indoor and outdoor settings Responsible for labeling, categorizing, and archiving raw and finished audiovisual products. Provides guidance and technical assistance to all levels of personnel in all areas pertaining to audiovisual presentation needs. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. BASIC REQUIREMENTS: Must meet one of the following: Education: Undergraduate and Graduate Education: Major study -- photography, radio or television production, motion picture production, or other fields related to the position such as photography, radio or television production, motion picture production. Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis. OR, Specialized Experience: Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes work directly connected with the production aspects of the field(s) of the position to be filled. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the processes, methodologies, personnel, equipment, and related requirements involved in planning and carrying out the steps necessary to produce well-precedented kinds of audiovisual productions, develop production schedules, coordinate staff activities, and make normal kinds of administrative and logistical arrangements. Knowledge of commonly used sources of audio-visual talent and special effects. Knowledge of program objectives and directing skills to direct the production activities of a small television production crew and cast; and operate standard radio broadcast and recording equipment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Masters or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B or J.D., if related such as a major study- photography, radio or television production, motion picture production. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education as described above. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: he work includes standing, walking, bending, stooping, lifting, twisting, occasionally carrying up to 50 pounds and sitting at a computer for extended periods of time. Flexibility is required to accommodate events and activities occurring in other than normal duty hours. Mobility is required in terms of staging and assisting staff with equipment and other required materials.
