VA Puget Sound Health Care System (VAPSHCS) is a highly complex, research-leading referral medical center, with two divisions, tertiary care and is affiliated with the University of Washington, School of Medicine, clinical programs. This position is that of Employee Education Training Specialist that resides in the Center for Education and Development (CED).
Duties
Training Instruction and Program Administration duties include but not limited to:
Using adult learning principles, the incumbent serves as trainer/instructor for educational covering diverse topics, such as leadership development, supervisory skills training, effective communication, critical thinking, transformational leadership, conflict management, and prevention and management of disruptive behavior.
Develops programs and activities which use the latest technological advances to deliver training on a just in time" basis. Participates in all phases of planning, developing, implementing, and administering a training program which is responsive to immediate and long-range needs and goals of the VA. Assist in the development of instructional objectives and evaluation for each activity. Activities are in support of employees performing work in managerial, supervisor, professional, technical, administrative, clerical, and skilled craft positions. Initiates and participates in a wide variety of pilot training programs and develops tests innovative approaches to learning prior to implementation facility wide.
Follows up on training to determine successful completion of courses. Maintains training course attendance records and ensures completion of training is properly record in the Talent Management System (TMS) as a TMS Administrator Provides management with periodic reports on the status of training and capacity of the training program to achieve management objectives and policies.
Develops and records the methodology for the training programs given at the medical center, paying special attention to the generalizability of these efforts to other VAMCs and disseminates these finding to other VAMCs indicating an interest in undertaking similar activities. Acts as a consultant, when requested to do so, at other VAMCs for education and training program development and implementation.
Reviews, and implements programmatic changes based upon VA's published policies on staff and organizational development and as necessary assists with developing new local policies to ensure compliance with Federal regulations and to best practices in staff and organizational development and training.
Participates in VACO mandated trainings including train-the-trainer opportunities with responsibility of coordinating facility-wide rollouts to include promotion, facilitation and tracking of participation.
Work Schedule: 4 10-hr shifts (Tuesday-Friday)

Physical Requirements: Work is usually performed sitting at a desk, in conferences and meetings, or standing for several hours at a time in classroom presentations. This position will include occasionally training groups of people in several types of moderately strenuous physical skills that include balance, extending and raising arms, pivoting on one foot, and deep leg lunges. The Training Specialist must have physical stamina and full range of motion to demonstrate and coach movement. Teaching face to face classes will be required for this position.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement (If you have not held a GS grade at any time in the past 52 weeks for example, are a current Federal Employee in a different pay system, i.e. Wage Grade, this does not apply to you). For a GS-09 position you must have served 52 weeks at the GS-07. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
INDIVIDUAL OCCUPATIONAL REQUIREMENT: Per the office of personnel management, candidates for the Training Specialist occupational series must meet one of the following in addition to the specialized experience for this position.

Education
Undergraduate and Graduate education: Major study - education or a subject area related to the position to be filled.
OR
Experience
Specialized Experience (for positions above GS-05) Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject matter field of the position to be filled that required training or instructing others on a regular basis.
In addition to meeting the above Individual Occupational Requirement (IOR) and Time-in-Grade, applicants must also meet the experience and/or directly related education relevant to this position.
You may qualify based on your experience and/or education as described below:
Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: Knowledge in applying staff and organizational development concepts and practices to include adult learning principles as well as consultative skills to identify and resolve a wide range of complex, interrelated organizational problems and issues. Knowledge of VA and VHA training and development objectives and employee and leadership development principles and practices. Knowledge of principles, practices and techniques of adult learning and adult continuing education. Knowledge in the use of needs assessment techniques to identify staff education as well as training and development needs that will responds to appropriate interventions and will likely result in improved managerial functioning, system effectiveness, and/or customer service Knowledge of training aids and technology needed to meet the objectives and goals of training. OR
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or, 2 full years of progressively higher level graduate education leading to such a degree or, LL.B. or J.D., if related; The major study must be in an education or a subject area related to the position to be filled. OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate education as described above which totals in excess of the first year or an excess of 18 credit hours that is less than one year. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify).
Preferred experience, but not required:
Three years as an Instructor/Trainer/Educator.
Specialized experience with conducting training in both face-to-face and virtual environments.
Specialized experience training a diverse workforce in a government or medical setting.
Experience with Prevention and Management of Disruptive Behavior (PMDB) Training.
