You will serve as an Interdisciplinary Computer Engineer/Electronics Engineer/Computer Scientist for Marine Corps Tactical Systems Support Activity (MCTSSA) Camp Pendleton, CA, reporting directly to the Technical Director.

Duties

You will be assigned as the Senior Principal Engineer for Networks and provide direct technical leadership to a diverse team of personnel executing networking systems engineering tasks, including design, integration, and testing activities. You will ensure implementation of Department of Defense policies for information assurance, interoperability, and integration. You will define and modify overall objectives and requirements, plan and conduct studies, and evaluate feasibility of new concepts and principles. You will offer technical advice to Command leadership, high-level management, technical personnel, and other agencies and partner organizations. You will advise on the allocation, growth, and employment of engineering resources, including personnel, equipment, and facilities. You will write and present technical reports and papers in areas of expertise and represent the Command in technical forums. You will oversee completion of assigned work through subordinates and provide mentorship to less experienced personnel. You will collaborate with the Command Technical Director to grow and refine the Command's technical capabilities.

  • You will be required to obtain and maintain a Top Secret SCI security clearance. Failure to obtain and maintain the required level of clearance within six months of onboarding may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This is a Cyberspace Workforce position, work role code 661, proficiency level Intermediate. The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: In-depth understanding of network routing protocols and their implementation; Expertise with designing, implementing, and troubleshooting networks; Proficient in virtualization technologies such as software-defined networks.; Expertise in network security principles, including best practices for securing networks; Knowledge of emerging network technologies to modernize and secure networks. Skilled in writing and presenting technical reports and architecture diagrams for effective communication. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

0854 & 0855 Professional Engineering Series:
A. Degree: Engineering. Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:(I) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions;

or

C. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico;

or

D. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A;

or

(E) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

1550 Computer Science Series:
Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
