The mission of the National Counterintelligence & Security Center is to lead and support the U.S. Government's counterintelligence (CI) and security activities critical to protecting our nation; provide CI outreach to U.S. private sector entities at risk of foreign intelligence penetration; and issue public warnings regarding intelligence threats to the U.S.
Duties
The National Counterintelligence and Security Center (NCSC) Enterprise Threat-Mitigation Directorate (ETD) leads three national mission areas: the National Insider Threat Task Force (NITTF), the Intelligence Community's Unauthorized Disclosures (UD) Program, and the National Operations Security (OPSEC) Program.
In leading these programs, NCSC/ETD seeks to advance the U.S. Government's risk management environment in protecting the nation; advocate for and serve as trusted mission partners; and underpin the U.S. Government's counterintelligence and security activities critical to safeguarding our nation.
The selected candidate will: Lead insider threat, OPSEC, and UD program knowledge management activities to capture programmatic status information from across the USG and organize relevant data to support analytic production, future research, and national-level program advocacy.
Create insider threat research plans and monitor projects to drive research collaboration across the IC, USG, academia, and private sector.
Serve as an analytic manager to extrapolate information and trends from mission data and produce reports addressing key findings, capability gaps, and risk assessments.
Develop plans and methodologies to evaluate programs against minimum standards and community best practices.
Provide independent analyses of IC capabilities and programs, presenting the DNI with alternative courses of action, identifying cost and mission impacts and clarifying the advantages and disadvantages of each alternative.
Conduct the research and identification of key program issues, evaluate alternatives, and develop innovative proposals for decision by the Office of the Director of National Intelligence (ODNI) senior leadership.
Plan, evaluate, and determine relevance of source material, evaluate procedures, analyze data, and develop innovative proposals for decision by ODNI senior leadership.
Plan, develop and present findings, conclusions, options, and recommendations to ODNI senior management.
Qualifications

Demonstrated ability to assess complex programmatic issues and apply diagnostics to assess risks and implement innovative solutions related to sensitive issues.

Demonstrated ability to communicate, both oral and in written, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives.
Demonstrated ability to identify emerging trends and strategic issues and incorporate these in developing strategic plans for the organization.
Desired Requirements
Experience with analytic management, research methodology, and programmatic knowledge management practices are a plus.
