About the Position: Incumbent serves as the Mobile District's Senior or Coastal Environmental Technical and Compliance specialist. Serves as expert consultant to all elements of the district that relate to civil works, environmental and mitigation projects and the military programs environmental quality programs. Responsible for representing the district in high level negotiations.
Duties
Incumbent serves as the Mobile District's Senior or Coastal Environmental Technical and Compliance Specialist.
Extensive knowledge, understanding and application of the National Environmental Policy Act (NEPA), Coastal Zone Management Act (CZMA), Clean Water Act (CWA), Endangered Species Act (ESA), Magnuson-Stevens Act (MSA), and Clean Air Act (CAA).
Extensive knowledge, understanding and application of the Marine Protection Research and Sanctuaries Act (MPRSA), National Historic Preservation Act (NHPA), and other applicable Federal and state environmental laws and regulations.
Plans, designs, directs and manages all aspects of environmental quality and Flood Risk Management (FRM), Coastal Storm Risk Management (CSRM), or/and restoration study projects.
Establishes technical goals and criteria including identifying planning constraints for all phases of each study effort
Organizes and leads meetings, represents the organization on environmental and cultural resources matters, and effectively communicates technical information to others.
Represents the organization in high-level negotiations with other Federal agencies, state, county and local governmental agencies (both legislative and executive - including regulatory) as well as special interest groups and contractors
Knowledge and skill to oversee, coordinate, and evaluate environmental projects in an agency's field offices by initiating and formulating alternatives, assessing environmental impacts on natural and cultural resources

- TDY is at 25 percent or less.
- The Duty Location of this position is Mobile, AL. Teleworking or Remote Work may be required temporarily due to construction of a new worksite.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1. Provide technical guidance to multi-disciplinary teams for environmental studies, projects and initiatives pertaining to ecosystem restoration, long-term adaptive management and monitoring, flood risk management, storm damage risk reduction, and navigation projects, including future operations and maintenance; 2. Oversee contract development to ensure estimates and technical documents are submitted accurately; 3. Execute environmental projects from initiation to sustainment to fulfill established requirements that meet specified outcomes and deliverables; 4. Develop and implement environmental programs and activities to establish, maintain, and enhance public awareness and enable mutually beneficial relationships to meet the needs of stakeholders; and 5. Apply environmental laws and regulations for the protection of natural and cultural resources and assure the technical adequacy of environmental investigations.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
