About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Strategic Systems Support Element, Alexandria, Virginia.
Duties
Serve as the principal advisor to the commander and senior management for all matters pertaining to requirements management.
Recommends improvements to policy, processes, and procedures as needed.
Defines and defends organizational requirements during the planning, programming, budgeting, and execution (PPBE) system phases, Program Objective Memorandum (POM).
Performs requirements studies, analysis, to inform requirements efforts and makes recommendations to the command.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain and maintain a Top-Secret security clearance based on an SSBI with eligibility for sensitive compartmented information (SCI).
- Temporary Duty Travel (TDY) maybe required up to 25% of the time.
- Must pass the organization's Personnel Reliability Program which includes credit check, drug screening, polygraph, and psychological evaluation.
- Must sign a statement attesting to the understanding of DCIPS provision as indicated in AR 690-13.
- Must be willing and able to participate in organization operations and training CONUS and OCONUS.
- Periodically, chiefly during periods of crisis, may be required to work overtime or irregular hours.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
To qualify based on your experience, your resume must describe at least one (1) year of experience at the GG-13 grade level, or equivalent, which prepared you to do the work in this job. Specialized experience is defined as:
1. Exercise Program management, analyzing program requirements, and capabilities.
2. Experience with strategic planning needs, briefings, and determining priorities that will guide and affect the efforts of the mission.
3. Developing and implementing proposed policies, procedures and/or Standard Operating Procedures (SOPs).
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GG/GS-13
