This position is located af the Forest Service Wolf Creek Job Corps Center located in Glide, OR. The incumbent serves as the Administrative Officer and a full member of the Center Director's primary staff with responsibility for Center management activities involving planning, organizing, directing, and coordinating the business management and support activities. Duties

Responsible for all administrative and business management activities at the Center. Provide coordination and guidance for preparation of the Center budget. Serve as Personnel Manager for the Center and is the source of technical authority in applying and checking adherence to complex legal, regulatory and policy requirements involved in the personnel arena. Participate in the development and preparation of contracts, cooperative agreements, and other legal arrangements that facilitate Center operations. Manage a variety of service support functions for the Center. Responsible for providing administrative direction for the Center food services program ensuring proper quality and quantity of food. Ensure the planning and implementation of the Center Health Care Program. SUPERVISORY DUTIES: 25% or more of the time.

  • Must be suitable for Federal employment as determined by a Public Trust background investigation.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Specialized Experience Requirement: For the GS-9: Applicants must have one year of specialized experience equivalent to at least the GS-7 grade level; Specialized experience is defined as three or more of the following: Interpreting, analyzing and applying rules, regulations, methods, procedures and practices associated with a wide variety of administrative areas including budget, finance, contracting and procurement, and human resources management; and/or relating field office operations to the field office budget and perform budget analysis tasks, including cost and trend analyses, and leave vs. buy analyses and use of budget planning systems (Workplan, Excel, Financial Management Systems.); and/or addressing and resolving a variety of administrative matters and issues that arise; and/or utilizing computers, software and hardware, and performing database management; and/or communicating effectively with a variety of personnel. OR A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. For the GS-11: Applicants must have one year of specialized experience equivalent to at least to the GS-9 grade level; Specialized experience is defined as five or more of the following: Managing all administrative functions in an office setting; and/or Planning, organizing, directing, and coordinating office activities; and/or managing procurement programs and activities; and/or completing contract administration activities; and/or reviewing and coordinating operating budgets; and/or maintaining property management records for accountable property; and/or supervising staff responsible for administrative functions; and/or planning work activities, setting goals and priorities, and observing and evaluating performance for subordinates. OR A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
