This position is located in the National Oceanic and Atmospheric Administration (NOAA),Oceanic and Atmospheric Research (OAR), Office of The Chief Financial Officer (CFO), Office of The Chief Administrative Officer (CAO) with one vacancy in Silver Spring, MD.

Duties

As a Supervisory Program Manager, you will perform the following duties: - Oversee the Formulation and Performance Management Branch and the Policy and Congressional Analysis Branch. Analyze program operations to improve evaluation processes and provide guidance on alternative management practices. Manage and develop strategies for program budget formulation. Ensure organization's portion of the budget is submitted correctly and on time. Review comments on briefings and issue papers to ensure accuracy and compliance with strategic direction. Oversee analysis of various data to prepare factual data, recommendations, and/or briefing material for senior leadership. - Establish and oversee strategic planning process, performance management and evaluation, and priorities-setting processes. Coordinate and evaluate risk assessment, internal review scheduling, and reporting. Advise senior leadership on policies that support alignment of research to National Oceanic Atmospheric Administration (NOAA)'s objectives. Analyze and evaluate effectiveness of lab and program operations in meeting establish goals and objectives. - Provide advice and interpretation of legislation and policies. Coordinate development of congressional testimony offering recommendations. Manage development of strategies for congressional communications on laboratory, program, and budget issues. - Participate in all facets of the personnel management process to perform the full range of supervisory duties. Distribute work to subordinates, set and adjust short and long-term priorities and prepare schedules for completion of work. Evaluate the work performance of subordinates and provide technical oversight and instruction to establish performance standards and improve production and quality of work.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZA-5 or GS-15 level: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following: Participating in managing areas of strategic planning, budget formulation, and program quality improvement initiatives; Assisting in establishing goals, performance standards, and internal controls for work carried out by a program to assure accomplishment of mission objectives and priorities; Participating in reviewing and interpreting legislative proposals to provide advice and develop communications strategies (e.g., talking points, briefing materials, drafting testimony, etc.); and Assigning work, setting priorities, and reviewing and evaluating work assignments and performance of a subordinate staff or other team members.
