This position is located in the Department of Homeland Security (DHS), Office of Chief Readiness Support Officer, Facilities and Operational Support Office, DHS Real Property Portfolio and Planning Office-NCR. The primary purpose of this position is to be responsible for long- and short-range planning, space acquisitions, assignment, lease administration and utilization work involving complex projects. Non-BU: This is a non-bargaining unit position.

Duties

As a Realty Specialist, GS-1170-12, your typical work assignments may include: Assisting customers in developing their complex space specifications. Verifying with the General Services Administration (GSA) the existing space inventory for possible utilization of existing government-controlled space to satisfy various space requirements. Acquiring leasehold interests in space for assigned customers who require complex space arrangements by identifying their requirements, developing acquisition plans and strategies, performing comprehensive market surveys and building inspections, and soliciting offers. Performing lease administration functions for complex space provisions, including changes in the amount and configuration of space, changes in type of service received, enforcement of lease provisions, and changes of ownership. Inspecting and accepting space by measuring the space and ensuring that it meets customer's lease requirements. Reviewing customers requests for rent adjustments. Qualifications

Specialized Experience: You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as: 1) Providing guidance to internal and external stakeholders on real estate acquisition and lease administration in accordance with policy and procedure; 2) Utilizing cost and price analysis to forecast costs and determine negotiation strategies; 3) Coordinating real estate acquisition and/or construction to meet customer needs and changing requirements; 4) Generating short and long term plans for real estate acquisition and lease. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. Background Investigation: To ensure the accomplishment of our mission, the DHS requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully pass a background investigation for Secret as a condition of placement in this Noncritical Sensitive position. This review may include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.
