The primary purpose of this position is to serve as 16th Electronic Warfare Squadron (EWS) Lead Emerging Program Electronic Warfare (EW) Laboratory Manager and provide EW technical systems expertise and advice to the Squadron Chief Engineer. Provide technical test design and laboratory test expertise to ensure the Air Warfare Center's 350th Spectrum Warfare Wing and Group.
Duties
Serves as Team Lead with responsibility to the Chief Engineer for assuring work of the team is accomplished by performing coordination and supportive responsibilities related to mission data (MD) design, threat simulator scenario programming, equipment maintenance and all operations and testing related to current and emerging ACC electronic warfare (EW) systems.
Serves as the 350 SWW Senior Emerging Flight equipment SME for all activities in support of high-level Developmental Test (DT), Operational Test and Evaluation (OT&E), Force Development and Evaluation (FDE) and special project testing.
Serves as the 350th SWW Senior Emerging Flight equipment SME for establishing requirements, formulating integrated test team activities and developing acceptance standards for next generation bomber EW equipment.
On behalf of the 350th SWW, conducts research on specialized EW equipment and the potential application to current and emerging EW systems and recommends design and reprogramming changes to systems based on this analysis.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Equipment Specialist Series, 1670.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes comprehensive and detailed knowledge of, and expert skill in applying, a range of principles, concepts, and practices to perform difficult and complex assignments concerning major EW systems and support equipment. Incumbent must possess expert knowledge of the Spectrum Warfare Advanced Programs (SWX) Common Core Systems Course (COURSE ID: J4AMP2AXXX A02A) and the SWX Electronic Warfare Systems Maintenance Course (COURSE ID: J4AMP2A9X3FA02A) -OR- equivalent courses for other airframes. Incumbent must possess knowledge of policies and procedures pertaining to system and equipment acquisition, design, sustainment and logistical support. Incumbent must have ability to provide technical advice to senior leaders on assigned systems/equipment. Must have the knowledge required to review the EW maintenance and operational procedures at unit installations. Requires extensive knowledge of computers to include system management, software engineering, and network administration.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of a wide range of maintenance concepts, principles, and practices of the Emerging EW systems and skill in applying this knowledge to difficult and complex assignments.
Expert knowledge in technical and analytic analysis of complex problems and developing innovative solutions.
Skill in technical oral and written communications such as briefings, reports, and recommendations to senior leadership and/or senior engineers.
Skill in developing interpersonal relationships, maintaining positive working relationships, and working productively as a team lead.
Skill in analyzing and interpreting software coding, engineering drawings, technical manuals, and technical data.
Ability to plan, organize, and reprioritize work to meet changing deadlines.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
