Job opening: Administrative Officer

Salary: $139 395 - 181 216 per year

This position is located in the Division of Protective Operations (DPO), Office of the Assistant Secretary for Administration and Management (OASAM). The organization will provide physical security and protection of the Secretary. The position serves as a key piece of the senior planning and management staff, making contributions to the short and long-range planning of DPO programs as well as resources (both financial and personnel).

Duties

Major duties for this position include but are not limited to: Manage fiscal resources for the office, ensuring the areas operate within budget including any constraints. Develop accurate and cost effective budget plans to support current and future operations. Provide periodic review and budget analysis to the Special Agent in Charge (SAIC), DPO as required to ensure completion of mission requirement. Posture DPO for mid-year funding opportunities as well as overseeing year-end execution of purchasing documents and fiscal closeout. Responsible for the full range of human resources requirements as they relate to DPO personnel management system. Interpret complex regulatory directives and procedures on full-time equivalent utilization, performance standards training, incentive awards, etc. Serves as principal advisor to senior leadership on personnel-related matters. Work closely with the aspects of the Secretary's day-to-day movements and will have access to conversations, document case files and most things regarding the security of the Secretary of Labor. Exercise complete control over the tracking of all procurement items entered into the E-Procurement System. Perform reconciliation of all outstanding items during the fiscal year. Troubleshoot problems or issues and resolves serious and sensitive problems of a policy/program nature that do not require the immediate attention of DPO management. Communicate ideas, concepts, methods, analyses, evaluations and recommendations in a lucid, logical and convincing manner, either by oral or written means of communication to management, professional, technical, and administrative at all organization and hierarchical levels with equal facility and clarity. Establish and maintain effective working relationships with policy level staff in order to cope effectively with a variety of complex issues and problems. Must be skillful in approaching contacts to gain compliance with established policies and regulations by persuasion or negotiation. Performs other duties as assigned.

Requirements

  • Candidate required to obtain the necessary security/investigation level.
  • Requires a probationary period if the requirement has not been met.

Qualifications

You must meet the Specialized Experience to qualify for the Administrative Officer, as described below. GS-14 level: Applicants must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized experience for this position includes: Experience managing budget formulation, execution and administration; Preparing reports, administrative policy statements and procurement cost analysis; Advising and informing management and employees of human resources rules, policies, regulations, and procedures; Experience in working with criminal investigative/law enforcement rules, and practices, including procedures, reporting and equipment used.

Education

There is no substitution of education for the required specialized experience for this position at the GS-14 level.
