About the Position: The Walter Reed Army Institute of Research (WRAIR) aims to conduct biomedical research that is responsive to Department of Defense and US Army requirements and delivers lifesaving products including knowledge, technology and medical material that sustain the combat effectiveness of the Warfighter.
Duties
Coordinate and train individuals at unit levels in support of regulatory requirements or command guidance as it relates to Forms/Records Management.
Prepare and conduct surveys, assistance visits and inspections in review of files, forms, equipment approvals, and other management/administrative record management areas.
Prepare and monitor the Records Management Budget and approve all purchases for items falling into these categories.
Understand and implement regulatory requirements in Records Management, Forms Management, Printing and Publications, and Mail Distribution areas as defined in Defense Health Agency (DHA), Army or other applicable regulations.
Perform required regulation mandated staff assistance/inspection of subordinate activities in these areas and write comprehensive reports identifying findings and recommendations for corrective action.
Conduct periodic training for Walter Reed Army Institute of Research (WRAIR) administrative support staff, records liaison representatives and for employees in files maintenance.
Manage and oversee the WRAIR Records holding area which includes the pick-up delivery, storage and retirement of records by commercial contract
Ensure Command regulations, policy memoranda, and related documents are prepared correctly.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires that you obtain and maintain eligibility for a Secret security clearance.
- This position is subject to a two year probationary period unless you have previously met the requirements as described in 5 CFR Part 315.

WRAIR is participating in an alternative personnel system knows as the Personnel Demonstration Project (PDP). The DJ-03 pay band i0s equivalent to the GS-11 Step 01 to GS-12 Step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within the pay band equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the pay band will be accomplished through the pay for performance management system.
Minimum Qualifications:
Specialized Experience: One year of specialized experience which includes: (1) Performing program inspections producing a written report identifying the findings and recommendations for corrective action; (2) Implementing regulatory requirements in a program area that included at least one of the following subjects: Records Management, Forms Management, Printing and Publications, or Mail Distribution; (3) Preparing and monitoring a budget that included the identification, selection and approval for supplies and equipment purchases.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
