This position is located in the Office of Global Research (OGR), Office of Science Management and Operations (OSMO), Office of the Director (OD), National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), Department of Health and Human Services (HHS), located in Mongomery County, MD.

Duties

If selected for this position, your duties may include, but are not limited to: Recommending and implementing NIAID long-term strategic priorities worldwide, working collaboratively with NIAID Division staff, OGR staff, NIAID leadership, and the in-country representative(s), if applicable. Analyze advances and trends in global science and apply findings to the strategic planning process for complex biomedical research programs and initiatives. Recommend management improvements and implementation strategies to facilitate the effective achievement of identified OGR or NIAID goals, including identifying opportunities for world-wide resources-sharing, as appropriate. Serve as a NIAID global health expert and as a conduit between NIAID and research programs and opportunities worldwide by identifying and addressing cross-functional scientific and administrative matters that have a direct and significant impact on research planning and the effectiveness of NIAID operations abroad. Assist in the development of bi-lateral and multi-lateral agreements for biomedical research programs. Investigate and gather information to provide the NIAID OD and Divisions with a geographically-based analysis of NIAID's international activities. Provide advice on the development of international policies, collaborative procedures, and appropriate mechanisms for joint efforts. Counsel other NIAID senior staff on key scientific, programmatic, regulatory, and financial developments that directly impact the scientific programs and all management and business operations of the Office of Global Research. Collaborate with NIAID researchers or scientists to evaluate new opportunities for supporting research and other appropriate international collaborations. Foster bi-lateral and multi-lateral relationships through the development of cooperative research and public health relationships with international scientists and officials from various regions.

Requirements

Qualifications

To qualify for the Senior International Health Specialist at the GS-14 level, you must meet the following qualification requirements: Education Requirement: You must possess a Bachelor's degree, or graduate/higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of this position. (This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained). AND Additional Requirement: You must have at least one year of qualifying specialized experience equivalent to at least the GS-13 level in the Federal Government obtained in either the private or public sector, performing the following types of tasks: providing scientific program support for the management of global research programs and initiatives; preparing briefing materials, summaries, or presentations on global research programs or issues for use by senior management officials or scientific staff; developing specialized materials to convey information on research programs or issues to various audiences; and coordinating and collaborating with other organizations and officials regarding global health research programs and issues.
