About the Position: Serves as the Chief of the Business Office and principal advisor to the Director/Deputy Director of the Directorate of Emergency Services within IMCOM-Readiness Directorate (ID-R), Installation Management CMD USAG Fort Liberty located at Fort Liberty, North Carolina.

Duties

Direct the human resource management and security programs for the Directorate (Planning Work, Assigning Duties, Training Needs, Admin Support) Oversee the DES Information Technology staff for operations of the Directorate's computer hardware and software systems. Supervise the Directorate of Emergency Services (DES) business staff and functions needed to support all Division Chiefs within DES. Present reports to staff and management officials to disseminate information that will justify resources required to achieve the goals and objectives. Represent the Directorate of Emergency Services in meetings with Garrison staff and officials as needed. Oversee installation Status Reports and other metric-based management analysis programs as they pertain to the Directorate of Emergency Services. Evaluate mission risk to Directorate of Emergency Services (DES) with Division Chiefs to create viable mitigation strategies. Resolve issues concerning current major programs or out-year programs that impact on the operations of the Directorate of Emergency Services. Solve issues pertaining to business management functions that impact the mission of the Directorate of Emergency Services. Analyze business data in support of operational discrepancies identified.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Position may require employee to be on call, work rotating shift work, weekends, or holidays in the event of a local or natural disaster, made-man emergency, or other emergency situations that may affect the organizations response efforts.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

Headquarters Section. (2) Develops and monitors the strategic plan for the Directorate. (3) Serve as an officer on the Incident Command Team in accordance with Federal Emergency Management Agency (FEMA) National Incident Management System and the Incident Command System structure during major incident response. (4) Reviews Financial Liability Investigations of Property Loss manager to ensure controls are established and followed IAW AR 735-5 and management controls. (5) Serve as the authority on business management practices to include budget, manpower, employee training, and information technology. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS12).
