You will serve as a Small Craft Operator within the Commander, Joint Region Marianas (CJRM), assigned to Naval Base Guam (NBG) Port Operations Department serving as the Oil Spill and Response Prevention Team or Boat Operations Team of US NAVAL BASE GUAM
Duties
You will manage and coordinate all docking/undocking work, tug support, opening and closing port security barriers, all berthing support, all pier/small craft maintenance coordination and all waterborne support vessel activities.
You will be responsible for the safe operation of all vessels, directing deckhands while underway.
You will act as the Oil Spill Prevention and Response Leader in his/her absence.
You will perform boat maintenance and repairs, load cargo, rig sampling equipment, direct the vessel to its destination, and determine whether scheduled operations can be safely performed on craft up to 74’.
You will work with the boat crews to include operators, deckhands or others as required.
You will perform the daily activities of the crews during normal operations as well as during routine maintenance and cleaning which may be necessary to keep the vessels in shipshape condition.
You will will perform mooring line splice operations for fender lines and wire rope in various sizes.

- This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
- If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
- Must be able to obtain and maintain a U.S. Passport.
- May be required to obtain a VISA dependent on the overseas country’s laws/regulations.
- You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to successfully complete a pre-appointment physical examination.
- You will be required to obtain and maintain a current valid United States driver’s license, commercial driver's license, and forklift license to operate a forklift with capacity up to 15K.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- You must be willing and able to commit for 24/7 emergency recall for oil spill response. You will respond to oil spills, radiological emergencies and perform radiological emergency drills.
- You must pass Navy second-class swim test or have completed STCW-95 (Standards of Training, Certification and Watch keeping).
- You will complete the Shore Installation Management Basic Boat Coxswain (SIM BBC) and Hazardous Waste Operations and Emergency Response (HAZWOPER) course.
Qualifications
