This position is a Fish and Wildlife Administrator, GS- 0480-14 working in Bailey's Crossroads, Virginia for the R9-Division of Management Authority.

Duties
The Division of Management Authority is responsible for the implementation of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), the Wild Bird Conservation Act (WBCA), and elements of the Endangered Species Act (ESA), the Lacey Act, the African Elephant Conservation Act (AECA), and various other domestic laws enacted by Congress for the conservation of foreign and domestic species. The Division works to conserve species at-risk by using best science and management practices to make decisions on the status of species and develop policy to implement laws and treaties effectively, develop policies and strategies to administer an international permitting program, collaborate with States, Tribes, and others, and provide training and technical assistance to other countries.
As a Fish and Wildlife Administrator, the individual will serve as the Manager of the Branch of Permits, Division of Management Authority. As such, they oversee the Branch responsible for issuing and denying permits under provisions of the ESA, CITES, WBCA and other laws and regulations. Duties will include, but are not limited to, the following:
Managing the wildlife permitting program, including the development and implementation of policies, procedures and regulations under provisions of various laws, treaties and agreements pertaining to the permitting of international trade in wildlife and wildlife products.
Cultivating partnerships with national, local and foreign government agencies pursuant to national and international laws, treaties, and agreements regulating permitting trade in and transport of wildlife fauna and flora to execute and coordinate the implementation of CITES, WBCA, Lacey Act, and other related laws and treaties.
Developing national and international level initiatives pertaining to permitting the international wildlife trade to conserve plant and animals species of importance to the American people.
Coordinating with other government and non-government organizations in the preparation of national policies, procedures, and regulations that implement laws and treaties for which the Branch has responsibility.
Providing leadership, direction, and supervision for the Branch of Permits.
PCS INFORMATION:
Yes, entitlements for payment of basic moving expenses, as required and to the extent allowed by the Federal Travel Regulation (FTR) 302-3.101, are authorized for eligible applicants changing duty station when the change meets the distance tests as provided in FTR 302-1.1 and 302-2.6. All moving expenses are taxable. In addition, relocation discretionary entitlements May be authorized for this position excluding contractor-provided home sale.

Qualifications
Only experience and education obtained by 11/23/2024 will be considered.
In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.
Basic Requirement:
Degree: In biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR
Combination of education and experience: Coursework equivalent to a major, or at least 30 semester hours in courses, as shown above, plus appropriate experience or additional education. OR
Experience: Four years of experience that demonstrated that the applicant acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described above.
AND
Minimum Qualification [GS-14]
One (1) full year of specialized experience comparable in difficulty and responsibility to at least the GS-13 grade level in the Federal service. Specialized experience includes: 1) coordinating, supervising, or leading a branch or team focused on the development of conservation policy or management/conservation of natural resources; 2) identifying and solving challenging and complex issues related to natural resource management/conservation, coalition building, and partner engagement, or other natural resource programs; 3) serving as a natural resource or conservation organization manager or coordinator representing an entity in negotiating with diverse individuals or groups; 4) exercising direct responsibility for developing or implementing policies, plans, standards, or procedures to carry out fish and/or wildlife management/conservation; and 5) managing teams focused on the planning, directing, or executing of short and long term activities in fish and/or wildlife management/conservation that affect a diverse group of partners.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,

Education
PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
