The ideal candidate has experience implementing FEMA Public Assistance directives; knowledge of the principles and practices of the engineering and construction field and the ability to apply that knowledge to the review and evaluation of projects covering the repair, reconstruction, and rehabilitation of disaster damaged public and private nonprofit facilities; data analysis, planning and project management skills; and an understanding of legal and scientific principles and concepts.

What will I do in this position if hired? In this Emergency Management Specialist (Recovery) position, you will providing technical guidance to communities and governmental partners on emergency management policies. Typical assignments include:

Qualifications

All qualifications and eligibility requirements must be met by the closing date of the announcement. To qualify for this Emergency Management Specialist (Recovery) position at the IC-09 level, you must possess one full year of specialized experience equivalent to at least the IC-07 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Providing technical guidance on organizational regulations, policies, and procedures; and, Conducting research of regulations and laws to support compliance determinations; and, Composing written reports of technical information using electronic software. OR Education: master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related OR Combination of education and experience. To qualify for this Emergency Management Specialist (Recovery) position at the IC-11 level, you must possess one full year of specialized experience equivalent to at least the IC-09 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Providing technical guidance to State and Local stakeholders on emergency management principles; and, Identifying organizational or operational problems and developing solutions; and, Preparing reports and delivering briefings to leadership on process improvement practices. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, OR Combination of education and experience. To qualify for this Emergency Management Specialist (Recovery) position at the IC-12 level, you must possess one full year of specialized experience equivalent to at least the IC-11 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Collaborating with State and Local stakeholders on emergency management to resolve disaster challenges; and, Interpreting laws, policies, and regulations to make programmatic determinations on complex or unprecedented emergency management initiatives; and, Developing and implementing strategies to improve the execution of disaster efforts for an organization.
