The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Personal Property and Passenger Travel elements.

Duties
Plans, organizes, and directs the activities of the 355 Logistics Readiness Squadron (LRS) Personal Property and Passenger Travel Section, ensuring that traffic management support complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Represents the 355 Logistics Readiness Squadron (LRS) Personal Property and Passenger Travel Section with a variety of installation and functional area organizations.
Personal Property Shipment and Storage-In-Transit. Provides documentation, counseling, entitlement,
determination, method, mode, rate, and routing determinations ensuring lowest overall cost method/mode is used
and in accordance with (IAW) established guidelines.
Passenger Movement. Administers the local implementation of Department of Defense (DoD) Contract City Pairs Program, ensuring the lowest cost mode of travel is utilized.
Contracting. Serves as the Quality Assurance Evaluator (QAE) for personal property contracts.

- A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Clerical and Administrative Support Positions, Transportation Clerk and Assistant Series, 2102.
SPECIALIZED EXPERIENCE FOR CURRENT/PREVIOUS FEDERAL APPLICANTS:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of standardized Personal Property and Passenger Travel Services policies, principles, practices and techniques, laws, and local ordinances, regulations, policies and authorities, and skill in applying this knowledge and integrating the elements function with the mission and program of the organizations served. Knowledge of safety and security regulations, practices, and procedures. Knowledge of operations, practices, services and technical capabilities of a variety of types of commercial carrier modes including the factors influencing transportation rates and operating cost in relation to personal property and passenger movement. Knowledge of applicable software applications and automated data systems supporting Personal Property and Passenger Travel services functions and program.

Knowledge of safety and security regulations, practices, and procedures. Knowledge of operations, practices, services and technical capabilities of a variety of types of commercial carrier modes including the factors influencing transportation rates and operating cost in relation to personal property and passenger movement. Knowledge of applicable software applications and automated data systems supporting Personal Property and Passenger Travel services functions and program.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS FOR CURRENT/PREVIOUS FEDERAL APPLICANTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS FOR APPLICANTS WITH NO PREVIOUS FEDERAL EMPLOYEMENT: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of standardized Personal Property and Passenger Travel Services policies, principles, practices and techniques, laws, and local ordinances, regulations, policies and authorities, and skill in applying this knowledge and integrating the elements function with the mission and program of the organizations served.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
4. Ability to communicate effectively, both orally and in writing.
5. Knowledge of operations, practices, services and technical capabilities of a variety of types of commercial carrier modes including the factors influencing transportation rates and operating cost in relation to personal property and passenger movement.
6. Knowledge of applicable software applications and automated data systems supporting Personal Property and Passenger Travel services functions and program.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
