This position is part of the Organization of the Joint Chiefs of Staff. The incumbent serves as an analyst and acquisition manager providing business advisory support for the Contracts and Acquisition Branch Chief assisting in the maintenance and execution of a large portfolio of multi-million programs for training related systems and services of national/international scope, interest, and significance for strategic readiness and joint force development.
Duties
This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019.
As a PROGRAM ANALYST at the GS-0343-12 some of your typical work assignments may include:
Provides contract administration actions to support contracts portfolios; including administration and professional military education support contracts worth mor than $5M annually.
Serves as a Contracting Officers Representative (COR).
Monitors associated task order milestones, resolves problems, and recommends changes to ensure support contracts operate in effective and responsive manner.
Develops analyses of current projected task orders for actual or potential effectiveness in achieving planned goals and objectives.
Provides liaison for contract matters with individuals at all levels within J-7 and its subordinate organizations, including Flag/General Officers, SES's, division directors, Contracting Officers and Contract specialists at the Fleet Logistics Center Norfolk Philadelphia Contracting Office.
Serves as the J7 RAMO Contracts Branch expert primary point of contact for WAWF(Wide Area Work Flow) and invoice-related matters.
Provides subject matter expertise and peer training on contractor invoice analysis and resolution.
Provides acquisition- and contracts-related liaison with J7 staff and subordinate organizations, DoD customers, Contracting authorities, and vendors while remaining within the FAR (Federal Acquisition Regulations) and DFAR (Defense Federal Acquisition Regulations) guidelines for acquisition, procurement integrity and ethics.

Qualifications
You may qualify at the GS-12, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
Provides contract and acquisition-related administrative support to contract development and standards to ensure contractor services meet performance-based standards.
Applies the roles, responsibilities, and limitations of a Contracting Officers Representative (COR) to provide liaison services for contract matters, execute contract actions and provide training.
Develop and execute contract actions and provide training utilizing WAWF(Wide Area Work Flow), invoice review, approval and resolution, acceptor and Local Processing Office (LPO) procedures, Contractor Verification System, Personnel Adjudication System, and Security databases, to the electronic acquisition process.
Administers program management principles to plan, develop, and manage joint force and joint development/training programs to measure the potential effectiveness of planned goals and objectives

This position is Defense Acquisition Workforce Improvement Act (DAWIA): Acquisition C (Contracting) Level III and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position.
Contracting Officers Representative (COR) Requirement: Incumbent must have successfully completed formal COR training within the past two years or be able to complete the COR training within three months of being hired.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
