This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The Operations Division is the center of technical competence for operations and matters in the New England District. The Cape Cod Canal Project includes two hurricane barriers and 7 recreational areas. The Cape Cod Canal Field Office is located in Buzzards Bay.
Duties
Work under the general supervision of the Engineer who makes assignments in terms of objectives, priorities, and possible course of action.
Perform recurring tasks independently, applying knowledge gained through experience in the practical applications of the methods and techniques of civil engineering and construction management.
Exercise independent judgment and decision making in construction quality assurance (QA) determinations.
Perform nonprofessional civil engineering work involved in the maintenance, repair, alteration, and construction of Cape Cod Canal project buildings, structures, and facilities.
Plan, develop, and coordinate the execution of a wide variety of maintenance and repair projects which include certain new features and nonstandard design characteristics.
Perform complete engineering projects of relatively limited scope, and portions of larger, more diverse projects throughout the entire geographic area.
Requirements

- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position requires the incumbent to work in outdoor conditions involving moderate exposure to rain and cold/hot weather.
- This position involves regular and recurring exposure to moderate risks such as: standing, bending, walking through rough and uneven terrain and avoiding obstructions and discomforts, such as:
- dust, strong odors, or fumes from fuels, chemicals, or engine exhaust; high levels of noise and vibration, dust, grease, electrical hazards, uncovered moving parts of machinery.
- The work may require the incumbent to wear special protective clothing and/or using protective equipment.

Specialized Experience Requirements:
GS-09:
One year of specialized experience includes meeting any two of the following: 1) Provide technical oversight of construction contracts; 2) develop and/or review plans, specifications, and estimates for proposed projects; such as, engineering or construction management; and 3) develop and submit contract usage and cost reports utilizing excel/Microsoft Project for management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
You will be evaluated on the basis of your level of competency in the following areas:
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS).For GS-09: 52 weeks at GS-08
