The Librarian (Medical Sciences) serves as the expert professional information specialist who is responsible for developing, managing, and administering a comprehensive library program and overseeing all aspects of daily operations of the libraries (including both Medical and Patient Education Libraries, plus library services/resources for satellite clinics).
Duties
Major duties includes, but are not limited to:
The primary purposes of this position are to: (1) foster and manage a local library program, (2) provide information and reference support to clinical and nursing programs and committees, and (3) serve as an active team member with the multi-disciplinary management and clinical operations.
Library Program Development, Implementation, and Administration
Acts as the primary professional responsibility to recommend plans, developments, implements and revisions for the library program for this medical center.
Recommends and establishes the scope and extent of programs and services to be offered.
Develops and maintains knowledge-based systems and services relevant to the organization's needs.
Acts as the point of expert knowledge in searching and evaluating the health care literature.
Recommends and establishes program guidelines, policies, and operating procedures.
Recommends and monitors program budgets.
Evaluates the library programs in terms of clientele requirements and needs, as well as, quality of performance.
Recommends and implements corrective measures and new procedures to improve and/or expand services.
Collaborates with the VISN, VA Library Network (VALNET) and the VA Library Network Office (LNO) to continuously improve delivery of health care information.
Ensures compliance with copyright legislation and license agreements.
Tracks statistics and completes local and national reports.
Capitalizes on existing and emerging technologies to improve access to pertinent information resources through recommendations and implementation.
Expert Searching and Reference
Serves as the expert in searching highly specialized biomedical, nursing and allied health and health management, databases and the Internet.
Carries out complex searches providing accurate and reliable information that informs clinical and management decisions, provides context for research efforts and encourages the self-directed learning of staff.
Applies in-depth knowledge of the terminology and practices of health care disciplines, including all fields of medicine and surgery, dentistry, nursing, mental health, health administration, pharmacy and allied health fields, to accurately interpret questions and complete reliable and comprehensive searches.
Maintains current knowledge of database content and serves as the expert in searching techniques across a variety of databases and vendors.
Ensures state-of-the-art policies and procedures pertaining to the cataloging and classification of highly technical medical materials collections.
Outreach and Clinical Program Support
Works with physicians, nurses and other staff in clinical settings and in routine clinical conferences, such as Morning Report, to provide patient-specific information in coordination with CIIR Program manager.
Functions as a resource to clinicians by searching medical databases to identify and retrieve knowledge-based information to resolve questions and controversies in diagnosis and treatment, clarify clinical decisions, decide upon the best course of care, and elucidate rare medical conditions.
Uses knowledge of evidence-based practice and resources to provide highly-specific, case-related medical literature which contributes to quality patient care as well as quality clinical education for medical students, residents, and clinical staff.
Recommends and establishes outreach efforts to market and fully exploit the benefits of library tools and resources.
Manages online knowledge-based resources.
Communicates with customers at their levels of understanding and provides information appropriate to their health literacy levels.
Selection and Acquisition
Recommends, establishes and maintains the development of a comprehensive, high quality library collection (monographs, journals, audiovisuals, etc.) that is broad in scope and penetrating in coverage to meet the information needs of staff, students, researchers, and patients.
Stays abreast of and evaluates new library technologies to determine applicability to patrons.
Routinely receives, records, and re-distributes incoming mail including library journals and books.
Assists in the acquisition and processing of library materials that are either purchased locally or distributed by national VA programs.
Carries out shelving and archiving duties to maintain stacks in order, shifts overcrowded volumes of journals, and takes inventory and binding duties as assigned.

Qualifications
To qualify for this position, applicants must meet Time-In-Grade and Specialized Experience requirements within 30 days of the closing date of this announcement, 11/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Basic Requirements: All librarians must meet the requirements for professional education in library science or possess equivalent experience and education as shown below.
Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree. Note: Transcripts required; OR
A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. GS-11 Qualification Requirements: In additional to meeting the Basic Requirements, applicants must meet the additional education and/or experience requirements as described below to qualify at the GS-11 grade level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. This experience must have demonstrated the ability to perform, supervise, or direct one or more of the functional areas of work covered by this series; to understand the concepts, theories, new developments, and co-relationship of information in related fields; and to maintain up-to-date information on the state of the art. Examples of specialized experience would typically include, but are not limited to: Assisting with the development, management and administration of a comprehensive library program; acting as a point of expert knowledge in searching and evaluating the health care literature; maintaining knowledge-based systems and services relevant to an organization's needs; and providing information and reference support to health care staff. Note: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position AND the number of hours a week spent in such employment. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 3 full years of progressively higher level graduate education in library science or doctoral degree (Ph.D. or equivalent) related to the position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of successfully completed graduate level (beyond a master's degree) and specialized experience as described above to meet total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position (i.e., library science). Physical Requirements: Work is primarily sedentary, although some physical effort may be required including walking, standing, bending, stooping and reaching in the stacks, and lifting moderately heavy (up to 50 pounds) materials. Incumbent will be required to make periodic visits to other facilities, local community organizations, training sites, and other locations.
