About the Position: This Program Analysis Officer position is assigned to the Program Executive Office, Command, Control, Communications, and Network (PEO C3N), Business Management Division, located in Aberdeen Proving Ground, MD.
This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-04 broadband with an advertised pay range from the lowest equivalent GS grade 14 Step 1 to the highest equivalent GS 15 grade step 10 in the broadband.
Duties
Serves as senior technical advisor on budget execution and impact on program requirements.
Interprets Department of Defense and Department of Army guidance and develops policy recommendations to the Project Manager.
Serves as an expert advisor to the Project Manager/Program Executive Officer regarding the status, efficiency, or effectiveness of a broad range of acquisition programs.
Responsible for the overall planning, direction, and success of substantial programs, systems development efforts, acquisition, and research and development initiatives.
Performs the full range of technical and administrative supervisory duties.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at the Advanced level in the Acquisition Career Field Business - Financial Management (BUS-FM) within 48 months of entrance on duty.
- The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
- Business travel required up to 25% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- THIS IS A FINANCIAL MANAGEMENT Level III Certified position and incumbent must be able to obtain certification within 24 months of appointment.
- One year supervisory probationary period may be required.

Specialized Experience: One year of specialized experience is defined as: 1) Develop financial policies and regulations for assigned program initiatives; 2) Manage programs within a Project Management office to ensure requirements are accomplished; 3) Manage the acquisition lifecycle of products/programs to include cost, schedule, and performance; and 4) Develop programmatic documentation such as Acquisition Plans, Acquisition Strategies, Justification and Authorization, Statements of Work, and spend plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03)/GS-13.
