About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Cyber Center of Excellence - SHARP PGM Office at Fort Eisenhower, Georgia.
Duties
Provides professional and comprehensive advocacy services to individuals exhibiting a wide variety of issues related to being a victim or survivor of sexual harassment or sexual assault.
Conducts assessments with clients to determine required needs and evaluates safety and levels of risk.
Assesses the urgency of cases and develops a plan for assistance.
Develops and implements an appropriate plan of action in crisis situations.
Maintains contact with clients through follow-up support for ongoing needs related to coping with harassment and assault incident(s).
Conducts professional level and administrative educational and interactive training workshops/seminars to victims of sexual harassment and sexual assault, community agencies, units and leaders.
Assists SARC/SHARP in conducting training to Soldiers, commanders, and first responders such as medical staff and law enforcement.
Ensures victims of sexual assault receive all needed guidance and emotional support during administrative, medical, investigative, and legal procedures
Coordinates professional and support services for victims with service support and community organizations and agencies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Requires off-duty hour support to include a 24-hour rotation for advocacy services to victims.
- Position may require that the employee pass screening for illegal drug use prior to appointment and subsequent periodic drug screening thereafter.
- Must successful complete a 7-week SHARP Course and obtain DOD Certification within 6-months of hire.
- Individuals will be screened by the National Sex Offender Registry.
- Individuals will be screened by the through the Crime Records Center and the Army Central Registry for a history of domestic violence.
- Must possess a valid driver’s license and have the ability to operate a motor vehicle.
- Must be able to obtain and maintain a Secret Security Clearance.
- Subject to TDY of 25%

BASIC EDUCATION REQUIREMENT FOR THIS POSITION:
A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as Psychology, Counseling, or Human Services.
OR
B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) providing professional advocacy services to victims or survivors of sexual assault and sexual harassment; 2) conducting assessments with clients to evaluate needs and risks; 3) recognizing the need for professional intervention and referring to appropriate services; and 4) conduct training/seminars on sexual assault/sexual harassment.
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
