The incumbent of this position will be part of the Pathways Program and serve as a Student Intern (Auditing) in the Regional Office within the assigned region and is primarily responsible for performing a variety of developmental analytical assignments concerning the auditing of a variety of financial records to ensure the enforcement of financial protection provisions of the Act, conducting compliance reviews and investigations, and participating in formal legal proceedings.
Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
Participates with senior level auditing staff in planning, designing, organizing, and conducting regulatory and investigative activities of registrants, packers, and live poultry dealers’ operations.
Incumbent will also assist senior level staff by performing financial auditing related administrative work as assigned. Typical assignments include:
Assists in conducting on-site financial and operational audits of persons and firms to determine whether their operations are being conducted in conformity with the Packers and Stockyards Act.
Assists in examining financial and operating records to determine evidence of noncompliance.
Review previous audit reports, formal orders and stipulations, and annual and special reports to determine if financial practices and conditions comply with the Packers and Stockyards Act.
Assists in preparing regulatory and investigation reports and notices of violations or findings of noncompliance.
Works with Auditors on issues concerning official administrative actions.
Assists senior-level auditing staff in handling complaints from livestock, poultry, and meat marketing industry members.
Assists and supports the senior-level auditing staff in preparing regional office audit plans and schedules and developing and applying regulatory and investigation activity procedures.
Requirements
- You must be a US Citizen or US National.

- Must be in good academic standing as defined by their academic institution.
- Complete at least 640 hrs of work experience prior to completion of degree.
- Enrolled at least half-time at a qualifying educational institution.
- A signed participant agreement is required for employment under Pathways.
- Satisfactory Background investigation and/or fingerprint check.
- Successful completion of a two-year trial period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.
ELIGIBILITY: Students who are currently enrolled or accepted for enrollment on at least a half-time basis at a qualifying educational institution in a certificate, degree, or diploma program.
Interns and Interns NTE must:
Be accepted for enrollment or enrolled and seeking a degree or certificate in a qualifying educational institution on a half- to full-time basis (as determined by the educational institution);
Meet the definition of a student throughout the duration of their appointments;
Meet agency-specific requirements as specified in the agency's Participant Agreement with the Intern and;
Meet the qualification standards (e.g., series and grade) for their Internship positions.

EDUCATION:
GS-4: Completion of 2 full academic years (60 semester or 90 quarter hours) of post-high school study or an associate's degree.
GS-5: Completion of 4 academic years of post-high school leading to a bachelor's degree or equivalent degree.
Education
Upon graduation, you must meet the following education requirement to be eligible for conversion to a position in the series: GS-0511.
Basic Requirements Auditors:

Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
