About the Position: Serves as the Contracting Officer Technical Representative (COTR) in the Operations Branch with responsibility for technically representing the Branch in the evaluation of contractor performance.

Duties
Organize, administer, and evaluate the contracted services and quality assurance program for the Operations Branch.
Develop documentation to support requests for resources to include preparation of specifications, scopes of work, cost estimates, justifications, and requisitions which comply with cost-of-service requirements.
Monitor contractor performance for compliance with terms and conditions of contract.
Works with Operations Supervisors and technical experts within the District and Region to develop effective and efficient Operational Management Plans (OMP) for flood control structures, channels, and facilities.
Promotes acceptance, understanding, and compliance of Government policies and objectives in meeting the needs of the general public with respect to maintenance and operation of flood control structures and channel areas.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- TDY required up to 25% of the time for this position.
- Incumbent must possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position requires the employee to use personal protective equipment provided by the employer.
- Scheduled and unscheduled after-hours work may be required.

GS 9 Specialized Experience: One year of specialized experience which includes supporting Civil Works (dam and levee, and channel) maintenance management projects and studies; providing field work quality assurance inspections, providing recommendations for improvements for a Civil Works Program and /or a Project Level Maintenance Activity. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in engineering, industrial arts, property management, or business administration. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of experience as described in A, but less than one year; and I have at least one year of graduate education as described in B, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
GS 11 Specialized Experience: One year of specialized experience which includes supporting Civil Works (dam and levee, and channel) maintenance management projects and studies; providing field work quality assurance inspections for service and construction contracts; and providing recommendations for improvements to both Civil Works program and project level maintenance activities. Experience working with the Federal Acquisition Regulations and the government contracting office. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: with a major study in engineering, industrial arts, property management, or business administration. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. (GS-09) for the GS-11 and (GS-07) for the GS-09.
