The incumbent serves as the integrator that coordinates the business process and software functions. The primary functions of this position ensures the business process is in place to support the implementation of new and updated information technology systems. The incumbent serves as the functional "expert" for matters relating to the Patient Information Management System (PIMS) core package and provides training on other service packages.

Duties

Major Duties may include: Provide training and troubleshooting for clinical and administrative staff business processes and associated supporting software. Provide business oversight for a variety of software programs integral to the overall administration and operations of the business. Responsible for the coordination and training for service facility staff in business and functional areas for various information technology VISTA packages. Responsible for assuring that all information technology equipment with the service is operation and functions. Coordinate with the responsible office(s) for medical center workload to ensure accuracy of the data in VISTA. Ensure the accuracy of reports such as the gains and losses and AMIS reports. Provide testing of new option and software versions prior to implementation to gain familiarity with the new product features and confirm that software is working according to specifications. Participates in the establishment of administrative qualitative standards; the objective of which is intended to improve programs, facilities and operations. Maintain close working relationship with various program officials. Coordinates ongoing data collection and basic analysis and uses knowledge of System Redesign principles to determine organization performance. Develop, track, and disseminate, as appropriate, outcome measures, including clinical data, and patient and staff satisfaction measures. Formulate, plan, and oversee data validation activities. Prepare recurring and non-recurring reports for presentations within the service, other services, and/or medical center committees Other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5 and for a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Program Applications Specialist - GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to analyzing, evaluating, advising on and/or coordinating operations, compiling data, providing training, knowledge of computer software, etc. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full year of graduate level education or superior academic achievement. OR Combination: Applicants may also combine education and specialized experience to qualify at this level. You must have a combination of specialized experience and education. Program Applications Specialist - GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to analyzing, evaluating, advising on and/or coordinating operations, compiling data, providing training, knowledge of computer software, etc. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or, two full years of progressively higher level graduate education leading to such a degree or, LL.B. or J.D., if related OR Combination: Applicants may also combine education and specialized experience to qualify at this level. You must have a combination of specialized experience and education. You will be rated on the following Competencies for this position: CommunicationCustomer Service (Clerical/Technical)Organizational AwarenessProblem SolvingTechnical CompetenceTechnology Application Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is performed in an office with frequent visits to various areas within the medical center. The work is primarily sedentary, although there are at time periods of significant mental stress due to workload and time constraint considerations.
