About the Position: Performs a variety of tasks for the navigation and operations program. Analyzes impacts of potential dredging projects on all resources required under NEPA. Recommends alternative solutions to minimize impacts and facilitate project success. Performs a variety of duties to support impact analyses and alternative solutions, for example literature searches, analyzing data and coordinating with other Federal, state, tribal and local agencies, and the public.
Duties
At the full performance you will:
Assesses USACE dredging and water management issues affecting threatened and endangered species.
Develops scopes of work with USACE Engineer Research and Development Center staff to identify and address information gaps.
Performs in-house studies associated with environmental and mitigation planning: involving the use of complex technologies such collection and interpretation of eDNA and echosounder data.
Makes field trips to collect data, analyzes available information, participates in public and interagency meetings, and prepares recommendations in order to formulate selected plans, mitigate detrimental impacts, and implement beneficial impacts.
Reviews written products from others (in-house, contract, or other agencies) for comments and recommendations relating to Corps projects. Reviews and updates studies as required after authorization to assure compliance with environmental commitments.
Prepares other environmental, cultural, and outdoor recreation documentation which includes assisting in developing details of studies and plans and specifications and conducting endangered species consultation.
Prepares environmental assessments and other environmental documents in connection with emergency flood control work, regulatory permit actions, and changes in environmental manuals.
Serves as environmental point-of-contact for District staff and key representatives with other Federal, state and local agencies and private interests on assigned Civil Works projects.
Recommends study techniques; monitors contracts in-progress and reviews contractor submittals, accomplishing all required coordination
Participates in a variety of formal and informal meetings and conferences for the purpose of reaching agreements on the adequacy of environmental documents and recreation plans
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Business travel is approximately 20% of the time.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

This position has a positive education requirement based on the occupational series under which you are applying. Education above the high school level must have been completed in a U.S. college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the Secretary, U.S. Department of Education. Applicants must meet one of the below requirements in order to meet the Basic Education Requirement for this position.
Basic Requirement for General Natural Resources Management and Biological Sciences: A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
Basic Requirement for Social Sciences: A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position.

B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Basic Requirement for General Physical Science: A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-07 Specialized Experience: One year of specialized experience which includes assisting in preparing planning maps and environmental documents. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study].

Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR
