This position is a BIOLOGIST, GS- 0401-11/12 working in Monterey, CA for the R8-Ventura Fish and Wildlife Office.

Duties

As a BIOLOGIST your duties will include but are not limited to the following: Provide technical and financial assistance to public and private landowners, and other conservation partners who voluntarily wish to improve habitat for federal trust species on their land. Select and implement habitat improvement projects in accordance with Coastal Program policies and strategic plans, with concurrence from the Regional Coordinator, field station Project Leader, and other appropriate stakeholders. Serve as the project officer to fund projects via cooperative agreements and to ensure fulfillment of Coastal Program policy and compliance responsibilities. Develops and maintains partnerships to implement conservation projects along the central coast of California, including technical assistance and leveraging of funding resources. Works cooperatively with other Service programs to identify local program priorities and to implement projects to benefit federal trust species, including assistance with the National Coastal Wetlands Conservation Grant program.

Qualifications

Only experience and education obtained by 11/21/2024 will be considered. In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification. Basic Requirement: Possess a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR Possess a combination of education and experience that includes courses equivalent to a major in the biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, PLUS appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate possession of the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. Minimum Qualification [GS-11] Possess one year of specialized experience equivalent to the GS-09 level in the Federal service (obtained in either the public or private sectors). Specialized experience includes: (1) Assists with applying restoration, enhancement, or land protection techniques in a variety of coastal habitat types; (2) Assists with permitting requirements of Federal, State, and local agencies (e.g., Section 7, dredge and fill, water rights, cultural resources, contaminants, and water quality); (3) Assists with developing restoration scopes of work, monitoring plans, management plans, or funding proposals; (4) Presents to diverse audiences and stakeholders (e.g., non-profits, universities, scientific organizations, and Federal, State and local agencies) on topics related to conservation; and (5) Assists with ongoing projects related to conservation/habitat restoration and maintains adequate records to track program accomplishments. NOTE: This experience must be clearly reflected in your resume; OR Completed 3 years of graduate education leading to a Ph.D. degree or Ph.D or equivalent doctoral degree in wildlife biology, ecology, or a directly related field appropriate to this position; OR Possess an equivalent combination of professional experience and graduate level education beyond the second year (described above) which together equals 100% of the requirements. (When combining education with experience, first determine the total qualifying education as a percentage of the education required for the grade level; then determine the experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level.) Minimum Qualification [GS-12] Possess one year of specialized experience equivalent to the GS-11 level in the Federal service (obtained in either the public or private sectors). Specialized experience includes: (1) Implements complex restoration, enhancement, or land protection projects in a variety of coastal habitat types; (2) Navigates complex permitting requirements of Federal, State, and local agencies (e.g., Section 7, dredge and fill, water rights, cultural resources, contaminants, and water quality); (3) Develops restoration scopes of work, monitoring plans, management plans, or funding proposals; (4) Presents to diverse audiences and stakeholders (e.g., non-profits, universities, scientific organizations, and Federal, State and local agencies) on in-depth topics related to conservation; and (5) Manages several ongoing projects related to conservation/habitat restoration and maintains adequate records to track program accomplishments. NOTE: This experience must be clearly reflected in your resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
