The primary purpose of this position is: To manage the manning and support equipment programs (direct and indirect support) related to maintenance actions on missiles, missile subsystems, related support equipment (SE), and serve as the Unit Deployment Manager.

Duties

Manages the maintenance group manning and personnel management program for the maintenance complex. Maintains up-to-date unit level manning and personnel reports and charts and responds to inquiries concerning status of requests and maintenance of unit manpower documents to ensure proper allocation of critical resources to best sustain missiles, missile subsystems and associated support equipment. Prepares and coordinates authorization change requests. Manages the maintenance group Mission Support Equipment (MSE) program. Single point of contact for MSE, custodian authorization/custody receipt listing (CA/CRL) and personal wireless communications systems (PWCS) issues supporting maintenance and services actions on missiles, boosters, payloads, research and development (R&D) systems, associated subsystems, components, support equipment (SE), acquisition programs and activation/deactivation activities within the maintenance complex. Serves as the central point of contact for all maintenance facilities and the single point of contact for maintenance group mission support plans and support agreements. Serves as the liaison between the 341st Civil Engineering Squadron and the 341st Maintenance Group and the single point of contact for coordinating and prioritizing work orders. Maintains a continuity binder which contains current building custodian listing and their training documentation for each MXG Facility. Serves as the single point of contact for overall guidance on mission support plans and agreements. Plans, organizes, and oversees all unit level deployment activities. Ensures qualified and mobility ready personnel are postured in support of all Unit Type Codes (UTCs) tasks in accordance with MAJCOM FAMs (Functional Area Managers) wartime and contingency taskings. Notifies the wing Installation Deployment Officer (IDO) and MAJCOM FAM for remedial action when UTCs cannot be supported due to changes in manning or equipment. Reviews all deployment related documents for applicable equipment and personnel taskings and identifies the units total deployment requirements. Ensures personnel readiness. Ensures the unit is ready to meet wartime and peacetime mobility taskings by scheduling and tracking unit deployment training. Coordinates all readiness training and monitors unit members' deployment eligibility. Reviews/schedules immunizations and ensures proper documentation.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes performing the rules, regulations, policies, and precedents affecting deployment operations. Knowledge of the administrative processes and documentation requirements to ensure deployment readiness Skill to apply evaluative techniques in the identification, consideration, and resolution of deployment issues or problems; knowledge of technical manpower management methods and organization practices and techniques. Knowledge of the BMDS to provide ready access to the personnel accounting symbol and manpower data file. Knowledge of missile related supply issues, procedures, services, databases, regulations and concepts. Knowledge of communication methods and techniques in order to communicate effectively, both orally and in writing and to prepare reports, and organize and give briefings to leadership regarding program status. Skill in information gathering techniques such as standard interview or survey. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of methods, procedures, and skills in evaluating and performing deployment operations to identify and meet deployment requirements. 2. Ability to identify, analyze, and translate complex information, makes appropriate judgments, and evaluates options concerning unit readiness. 3. Knowledge of procedures and requirements related to manpower and management analysis assignments in order to prepare ACRs and answer routine questions concerning UMDs. 4. Knowledge of missile maintenance procedures, services, databases, regulations and concepts. 5. Ability to locate, assemble, and compose information for routine reports, inquiries, and nontechnical correspondence; plan, organize work and meet deadlines 6. Ability to perform basic arithmetic calculations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
