This position is located in the Royal Gorge Field Office in Canon City, Colorado. This position is open to Bureau of Land Management current permanent employees on a competitive appointment and employees that meet Land Management Authority.

Duties

Serve as the Contracting Officer Representative (COR) to implement and administer a variety of assigned contracts, including construction contracts, service or supply contracts. Work on a wide range of substantive, complex work assignments aligned with professional engineering and architecture fields. Develop, prepare, and/or review plans, specifications, and cost estimates for construction and/or proposed/ongoing projects. Monitor project plans that outline the scope, schedule, and budget of assigned projects. Duties will be developmental in nature when filled below the full performance level.

  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 10 nights per month.
  • May be allowed to telework with supervisor approval.
  • May perform Contracting Officer Representative (COR) duties.
  • You will be required to obtain and maintain a valid state driver's license. Occasionally operates a government motor vehicle.

Qualifications

In order to qualify, you must meet the specialized experience requirements described below. Your resume must clearly describe your relevant experience. Specialized Experience GS-10: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) drafting specification for proposed engineering projects; (2) reviewing technical submittals and bid proposals ; (3) installing equipment associated with engineering and architecture projects and activities; (4) reviewing construction schedules and contractor payment requests. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-10 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

There is no substitution of education for experience at the GS-10 grade level of this announcement.
