You will serve as a SUPERVISORY ENIGNEER/SCIENTIST in the MATERIAL READINESS ASSESSMENT DIVISION, ACQUISITION & READINESS ASSESMENT DEPARTMENT of NAVAL SURFACE WARFARE CTR CORONA DIV.

Duties

You will be responsible for the execution of the branch's day to day operations and ensures the delivery of quality products on time and within budget. You will apply Human Capital Management policies and regulations in leading and managing personnel assigned to the branch. You will administer the branch budget, manage customer relationships and programs, execute the Command strategic direction, create and promote a shared vision of the organization, and foster cooperation, communication, and consensus among groups. You will actively support Command strategic initiatives and thinks corporately. You will communicate with superiors, peers, subordinates, across the Command, and with outside organizations, sponsors and business partners. You will establish objectives, set priorities, use internal controls, goal setting techniques, delegation, and teambuilding to effectively manage the branch. You will evaluate performance and provide appropriate feedback including recognizing superior performance. You will encourage innovation and personal growth among branch personnel. You will effectively attract and retain a high-caliber workforce and act in a responsible and timely manner on all steps in the recruitment and hiring process. You will support the AR10 division, as the Navy's independent assessment agent for performing C5I and HM+E system readiness assessment.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-03 pay band (GS-9/11 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional Engineer or Scientist applying scientific and engineering theories, concepts and principles to lead system readiness assessment functions in support of Material Readiness and Process Improvement. Applicants must possess the education required for one of the following series:

For the ND-0801 series:
A bachelor's degree (or higher) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
A combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (I) Professional registration or licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration; or (II) Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or (III) Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above); or (IV) Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

1520 Series:A degree in mathematics; or the equivalent of a major that included at least 24 semester hours in mathematicsORA combination of education and experience -- courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education.

1530-Series: A degree that included 15 semester hours in statistics (or in mathematics and statistics, with at least 6 semester hours in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc; or, a combination of education and experience that includes courses above, plus appropriate or additional education, and experience that includes a full range of professional statistical work

1550 Series:A bachelor's degree in computer scienceORA bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

1560 Series:A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
OR
B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
