You will serve as a MARINE TRANSPORTATION SPECIALIST (OPERATIONS MANAGER) in the OCEANS TECHNICAL DEPARTMENT of NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER.

Duties

You will assess an organization's progress towards meeting navigation and ship handling program goals. You will prepare documents, files, receipts, and other paperwork in accordance with applicable records management processes and procedures. You will monitor the operation of waterfront activities and assets (e.g., port control, service craft, fleet assets) to support port service requirements. You will brief management on navigational assessment findings and recommendations.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying program management methods, including planning, scheduling, and budgeting; 2) Working knowledge of ocean work platform systems such as navigation systems, deck-handling equipment and ocean instrumentation; 3) Managing shipboard systems and associated maintenance, including in-port maintenance, regular shipyard maintenance, and major scheduled dry- docking; 4) Interpreting principles, concepts, and practices concerning operation of an ocean-going work platforms; and 5) Identifying and resolving difficult issues associated with the operation and maintenance of mechanical, electrical, and hydraulic equipment used on-board ocean-going work platforms.
