This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Duties
The Licensed Professional Mental Health Counselor (LPMHC) Program Coordinator is administratively responsible for the LPMHC Training Program. Duties may include serving as clinical supervisor for unlicensed graduate LPMHCs and interns as well as the daily operations of the program including, developing policies/procedures and preparing reports for the facility and national training programs.
The LPMHC Program Coordinator will serve as subject matter expert regarding field of counseling for colleagues and trainees.
Stays abreast of relevant national and state policy and work to communicate and implement at the local level.
Be involved in key decisions regarding the selection of LPC interns including, reviewing applications, facilitating interviews, and the onboarding process.
Attends relevant national and local meetings regarding VA and Counseling specific training meetings.
Serves as point of contact to maintain regular communication with affiliate programs regarding student progress and training program procedures.
Maintain training program records for purposes of accreditation, as relevant.
Comply with local and national Education Service policy regarding the management of a training program, including facilitating regular chart audits, attendance at bi-annual meetings, and completion of surveys, record reviews as requested/necessary.
Contributes to the gathering of biopsychosocial assessment information.
Develops of a detailed treatment plan for Veterans serviced by the respective clinic.
Provides recovery planning and psychological treatment to Veterans with a wide range of co-occurring disorders, including but not limited to anxiety, PTSD, depression, substance use, serious mental illness, and personality disorders.
Serves at the Mental Health Treatment Coordinator (MHTC) for assigned veterans.
Participates as a member of the treatment team by providing a full range of psychological services (including group psychotherapy).
Provides evidence-based individual and group psychotherapy to veterans with complex mental health problems, especially as regards to adaptation and rehabilitation. Treatment approaches may include but are not limited to acceptance and commitment therapy, cognitive behavioral therapy, prolonged exposure, cognitive processing therapy, and/or dialectical behavioral therapy.
Complies with national and local performance measures, including timely health care screening and completion of clinical reminders for all patients.
Complies with all CPRS documentation procedures, including timeliness standards for documentation and proper patient check out procedures (e.g., entering diagnostic and procedure codes, completing encounters, and signing or co-signing notes).
Attends and participates in administrative and informational meetings as held by CTVHCS and MH&BM management.
Attends regular Psychology Service staff meetings, Medical Staff meetings, MH&BM Staff meetings and complies with Psychology Service peer review procedures. Provides clinical instruction/supervision for LPMHC interns or other LPMHC trainees as assigned. Other direct patient care functions as assigned.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling.
Licensure. Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. NOTE: It is VHA policy that a LPMHC who does not yet have a license that allows independent practice must be supervised by a licensed independent practitioner of the same discipline who is a VA staff member and who has access to the electronic health record.
Loss of Licensure. Once licensed, LPMHCs must maintain a full, valid, and unrestricted license to independently practice mental health counseling, which includes diagnosis and treatment. Loss of licensure will result in removal from the GS-0183 LPMHC occupation and may result in termination of employment.
English Language Proficiency. LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.j.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.
Licensed Professional Mental Health Counselor (Program Coordinator), GS-12:
Experience, Education, and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-11 grade level. Experience must have been in a major specialty treatment program area such as, but not limited to, Post- Traumatic Stress Disorder (PTSD), mental health intensive case management (MHICM), or other areas of equivalent scope and complexity. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.
Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-11 grade level, the candidate must demonstrate all of the KSAs below:
In depth knowledge of the program coordinated, and demonstrated knowledge and ability to write policies procedures and or practice guidelines for the program.
Ability to make key decisions in the hiring and identification of top candidates.
Ability to provide leadership in facilitating the process of coordinating program consults, assessments, admissions, care assignments and discharges.
Ability to provide subject matter consultation to other colleagues and trainees within the field of counseling working on an interdisciplinary team.
Preferred Experience:
Holds LPC-S license in Texas
At least 1 year experience with VA Mental Health Training Programs
At least 1 year experience in coordination/liaison between VA and non-VA entities
At least 1 year experience in formal Program Coordinator role

The full performance level of this vacancy is GS-12. The actual grade at which an applicant may be selected for is GS-12.
