Duty Location: Folsom, CA, Sacramento, CA, Willows, CA, or Location Negotiable After Selection, US.
Final determination of the duty station will be made by the selecting official. Flexibilities to work remotely may be considered.
Duties
Serves as a Budget Analyst for the Regional Construction Office (RCO) responsible for the preparation, reporting and monitoring of RCO's financial activities.
Conducts studies concerning financial data, work processes, policies and procedures.
Analyzes data and advises management in the design, development, documentation and implementation of procedures to resolve problem areas (fund control, project scheduling, staffing) and improve RCO's efficiency, productivity and regulatory compliance requirements.
Researches, compiles and summarizes data concerning salaries, awards, overtime, benefits and other expenses to prepare budget estimates.
Monitors funds expenditures and recommends changes to budget or expenditures.
Prepares detailed schedule of obligations and expenditure requirements for funded projects and overall operating budget.
Reviews program expenditures and prepares a variety of routine and special reports.
Assists in the development and review of Service Agreements, Interagency Agreements (IAGs), Memorandum of Understanding (MOUs) and other types of agreements requesting RCO services.
Maintains and analyzes financial data regarding construction contract awards and work in progress.
Develops and analyzes financial and workload reports and data from various financial systems.
Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-9 level in federal service having demonstrated experience tracking expenditures by proper accounts and type; providing information on salary calculations and employment ceilings for incorporation into budget planning, preparation, and execution; analyzing and evaluating changes in program plans and funding and their effect on the budget; preparing financial reports consistent with regulations and guidelines; reconciling multiple fund sources; advising on current and future budget needs; budget planning and executing fund sources. You could otherwise qualify on the basis of Education having a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Education must demonstrate the knowledge, skills, and abilities necessary to do the work. You may combine specialized experience and education to meet the minimum qualifications.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).

Education
This vacancy announcement allows substituting education for experience.
