Duties

Serves as the Agency’s Employee and Labor Relations Officer, plans and directs the development, implementation, and evaluation of the Agency's labor relations program. Develops program policies and procedures to ensure a viable labor-management relationship both in the Headquarters and at field sites. Reviews DISA policies and guidance materials and provides expert advisory services to implement agency wide. Develops a program of positive action to maintain the labor-relations component of inter-service agreements. Consults and provides advice to the agency on complex, sensitive, and difficult employee relations cases/issues. Provides advice on processing and adjudicating grievance and arbitration cases, adverse action appeals, and on disciplinary actions. Develop, directs, and performs, regular, comprehensive evaluations of the Agency-wide employee and labor relations program to ensure compliance with Agency policy and procedures.

Qualifications

Time in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or higher grade in the Federal Service. Specialized Experience: For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service. Specialized experience at the GS-14 grade level is defined as demonstrating extensive experience applying advanced labor-management relations, concepts, laws, policies, theories, and practices with a comprehensive understanding of the full range and interrelationships of human resources management programs sufficient to apply new developments to labor relations problems/situations not susceptible to treatment by conventional methods; Authoritative knowledge of collective bargaining/union agreements in order to advise and assist management in the interpretation/execution of the contract and other agreements, independently researching and identifying the actions needed to address unfair labor practice charges, grievances, and negotiability issues, representing an agency in third party legal proceedings, such as grievance arbitrations and unfair labor practice charges; and providing advice, assistance, and guidance to Senior Executive Service members on complex and sensitive issues related to federal personnel laws, regulations, policies, and management of poor performance and misconduct. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
