Duties
As a Program Analyst (PSO) you will be responsible for the following duties:
Supports all program management activities across the ICAM/SoD FPMO to ensure proper communications and accountability
Interprets complex policies and applies them to specific program objectives to met cost, schedule. And performances.
Serves as Contracting Officers Representative for all programs contracts.
Provides solution analysis through management of various milestone reviews, phases, and associated products; contract awards, technical reviews; procurement, deliveries, life cycle management, and program termination
Oversees the development, assessment, and monitoring of performance-based requirements.

Qualifications
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Requirement above, to qualify for the GS-13 grade level, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Ability to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness.
- Ability to facilitate knowledge and promote implementation of efficiency and risk reduction for the program office and coordinate among key stakeholders.
- Ability to review and approve contract task orders and invoices for cost reasonableness and completeness.
- Provides surveillance, technical direction, and administrative oversight of contacts and knowledge of overall procurement processes

Substitution of education may not be used in lieu of specialized experience for this grade level.
