The incumbent will serve as one of eight Supervisory Administrative Specialists within Hospital and Specialty Medicine and is part of the administrative leadership team reporting directly to the Business Officer.
Duties
Duties include but are not limited to:
Experience in a management and supervisory position in a VA healthcare facility.
Managed a clinical program in a VA healthcare system.
Demonstrated experience as a leader of a team applying management principles to evaluate the effectiveness and efficiency of a healthcare program.
Served as an operations expert, setting administrative priorities and assigning administrative workload.
Participated on a team applying management principles to evaluate the effectiveness and efficiency of a healthcare program.
Demonstrated ability to participate in oral discussions with the purpose to plan, coordinate, or advise on work efforts or to resolve operating problems by influencing or motivating individuals or groups.
Participation as a member of a successful interdisciplinary, facility wide VHA systems redesign team, process action team, or change management effort.
Management experience in a human resources department in the VA healthcare system that involved writing and classifying position descriptions; recruitment and staffing actions for Title 38, Hybrid Title 38 and Title 5 staff; or employee and labor relations.
Evaluated work performance of subordinates including performance plans and competency assessments.
Performed disciplinary and reprimands as necessary.
Management experience in a budget and finance department in the VA healthcare system that involved accounting, processing of payroll, or budget preparation and management.
Management experience with contract management and equipment orders.
Provided evaluation and assessment of a clinical program for modification and/or expansion.
Developed a business plan to increase productivity of a clinical program.
Demonstrated skill in the use of a wide range of methods for gathering, analyzing, tracking, trending and evaluating information on VHA system operations.
Able to prepare a variety of documents about healthcare issues.
Demonstrated skill in the use of database, spreadsheet and presentation software to make formal program evaluations and recommendations to executive leadership.
Demonstrated ability to communicate clearly with perceptiveness and tact.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 11/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement:
For a GS-09 position you must have served 52 weeks at the GS-07.
For a GS-11 position you must have served 52 weeks at the GS-09.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. GS-09 Qualifications:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of clinical operations and workload management in healthcare delivery systems; knowledge of basic budget and accounting principles and techniques; ability to analyze current or projected operational programs in order to establish priorities and milestones; knowledge of analytical tools and techniques used to gather, analyze and report and/or present information; skilled in oral and written communication in order to prepare and present recommendations and solutions regarding complex issues. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, Or 2 full years of progressively higher level graduate education leading to such a degree, Or LL.B. or J.D., if related. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's or equivalent graduate education may be used to qualify applicants for the GS-09 level. GS-11 Qualifications:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: ability to apply knowledge of healthcare system guidelines and standards to improve the efficiency and effectiveness of programs; knowledge of and ability to manage administrative resources in an organization, including Human Resources, contracting, procurement, space, and capital equipment management; skilled in oral and written communication in order to prepare and present recommendations and solutions regarding complex issues; knowledge of basic budget and accounting principles and techniques; knowledge of analytical tools and techniques used to gather, analyze and report and/or present information in a cohesive and relevant format (e.g., flowcharts, decision trees, demographic analysis, forecasting and feasibility or needs assessment studies; reports, proposals, charts, graphs, workload trends and resource needs). OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
