Serves as the Equal Employment Specialist in a Defense Commissary Agency (DeCA) Headquarters and services subordinate area zones and stored located worldwide. The primary purpose of this position is to develop innovative approaches to providing Equal Employment Opportunity (EEO) services, resolving conflicts, and advising/educating managers and employees.
Duties
Reengineering the EEO process is focused on developing a more efficient methodology for providing optimal customer service to our stores dispersed throughout the world wide agency.
Working closely with the office of general counsel (GC) in alternative dispute resolution (ADR) and with the Human Resources (HR) Directorate in enhancing the workplace climate.
Prepares and revises plans, procedures, regulations, recommendations or corrective action as needed- Uses facilitation and mediation skills to assist employees and applicants who believe they have been discriminated against.
Conducts training for senior, mid-level managers and non-supervisory employees on EEO programs and human relations issues.
Conducts research and analysis of EEO programs to identify trends and systemic barriers.

Experience: One (1) year of specialized experience equivalent to the GS-12 level by the closing date of this announcement. Education may not be substituted for specialized experience.
Examples of qualifying specialized experience:
Develop innovative approaches to providing Equal Employment Opportunity (EEO) services, resolving conflicts, and advising/educating managers and employees.
Conducts research and analysis of EEO programs to identify trends and systemic barriers.
Provides dispute resolution and complaint processing services to Agency.
Arranges for formal hearings where requested by the complainant.
You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Additional Requirements that must be met by the closing date:
Physical requirements: Regular and recurring work performed involves sitting at a desk, sitting in conferences and
meetings, or riding in an automobile or public transportation. No special physical demands are
involved in performing the work.
Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA. For GS-13: You must have 52 weeks of Federal service at or equivalent to GS-12.
Time after competitive appointment.
