This position is located in the Northern Region, Region 1, Custer Gallatin National Forest with a duty location of Gardiner, MT. The incumbent is responsible for overall program management for wilderness, recreation, trails, special uses, and other related programs. Duties

Oversees the unit's budget in wilderness, recreation, trails, special uses, and other related programs, and coordinates with other staff groups. Projects the cost of each program based on staffing, equipment, and supply needs. Collects data, analyzes program needs, and recommends action to maintain a balanced budget for the unit's programs. Strategizes, develops, and reviews proposals for new projects, or proposed revisions of existing plans or activities, and recommends action. Analyzes and determines the effects of proposed recreation activities on natural resources and prepares environmental assessments and reports to document findings. Develops and advises on the development of annual and long-range management plans in compliance with agency guidelines and direction. Reviews and synthesizes complex permit applications, and background data to prepare and issue draft/final/modified permits, fact sheets, and public notices Ensures annual and long-range planning milestones are being accomplished, regulations are adhered to, and objectives are met; and if not, makes needed changes as conditions arise. Performs supervisory duties less than 20% of the time.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-11: You must have one year specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as ALL of the following: Provide program input into a natural resources management planning processes for work plans on wilderness, trails and special uses activities; Participate in the development of long and short-range plans of wilderness, trails, special uses and recreation resources for agency guidelines and direction; and Communicate agency management practices, rules, and regulations to the public for education on wilderness, trails, special uses and recreation activities. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). Work Experience: Your resume must clearly document the following for each block of work experience: the beginning day, month and year the work assignment started and ended; the hours worked per week; position title, series and grade if applicable; and description of duties performed. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
