Serves as the Active Thermal Control System (ATCS) System Manager for the Orion Program within the Crew and Thermal Systems Division, Thermal Systems Branch. You will be responsible for providing technical leadership and management for ATCS's for human space flight vehicles in the Thermal Systems Branch located at Johnson Space Center. You will lead in the management of a highly skilled team providing technical authority to the Program and provide products to the Program regarding the system.
Duties
Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Provide expert technical guidance, oversight, and resolution of technical issues related to all systems on spaceflight vehicles.
Provide technical expertise and leadership in the design, development, qualification, spacecraft installation, ground check-out, and flight operational support of subsystems, associated instrumentation, and ground support equipment.
Oversee the design, development, testing, and evaluation of aerospace systems, coordinating efforts among NASA personnel, contractors, subcontractors, and international partners.
Serve as the technical authority in certification processes such as the Certification of Flight Readiness (CoFR), ensuring system safety and operational effectiveness.
Lead the development, operations, and ATCS engineering activities for the Program, ensuring integration with flight vehicles and monitoring system performance across missions.
Lead and mentor technical teams, defining, execution plans, and schedules while ensuring timely delivery of engineering documentation and resolving team-related issues.
Work alongside contractors to introduce new technologies, extend the lifespan of aerospace vehicles, and reduce costs by integrating enhancements into existing systems.
Develop and maintain essential engineering documentation for system architecture, requirements, test plans, and configuration management across the vehicle and associated subsystems.
Provide expert oversight in the design, development, and qualification of flight Government-Furnished Equipment (GFE), ensuring they meet mission and system requirements through design, testing, and operational support.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify at the GS-14 level, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Providing insight to spaceflight vehicle providers in the area of Active Thermal Control Systems and operating spaceflight vehicles operating above and beyond the earth's atmosphere;
Working with multidisciplinary teams integrating spacecraft thermal systems;
Supporting the development of costs and schedules for projects or programs.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
