Duties

This Transportation Security Specialist position is located in Operations Support, Policy, Plans and Engagement (PPE), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Develops security policies encompassing airport operators, aircraft operators, and foreign air carriers' standard security programs to prevent threats to aviation, terrorist acts, or air piracy threats. Integrates planning activities to accomplish various phases of short- and long-term projects that often cross multiple security programs. Work includes independently completing objectives and timelines, developing new or innovative approaches, and effectively communicating roles, expectations, and requirements. Work is rarely reviewed other than through status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or the work activity. Serves as the subject matter expert recommending changes in policies and practices with regard to addressing highly complex security vulnerabilities, risks, and threats. Maintains an awareness of current aviation trends, laws, and operational problems resulting in the initiation of studies, or investigations, and/or recommended policy changes. Coordinates and incorporates input from stakeholders during the policy development process, identifies discrepancies, and provides recommendations/revisions/updates designed to improve existing or implement new policies, programs, resources, processes, or procedures to management. Serves as liaison with the Transportation Security Administration and external counterparts within committees and participates in working groups in support of agency objectives. Attends meetings, conferences, and briefings and briefs leadership regarding significant results and developments. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (I Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H or GS-12 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as: Conducting analysis of aviation transportation security programs and policies; and Drafting and/or reviewing documents (e.g., policy guidance or reports); and Recommending changes to procedures to better conform to aviation transportation security policies, directives and regulations. To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Providing technical advice or guidance on aviation transportation security policies, and regulations; and Conducting research or analysis of transportation security policies, procedures, or processes to ensure compliance with rules and regulations; and Identifying issues, discrepancies or inconsistencies with transportation security policies or procedures. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
