About the Position: Serve as the Program Manager responsible for the vertical and horizontal integration of products to manage the assigned programs for the Center. Assigned programs are Medical Outfitting & Transition Program and Project Support Services Program.
Duties
Oversee and manage program resource utilization (funds and manpower) to ensure effective resource utilization in compliance with the Program Management Plan (PMP) and initiate actions to align these resources within the Project Delivery Team.
Conduct appropriate level meetings and program reviews to ensure full understanding and communication on critical program issues, budget, and schedule.
Provide leadership in establishing and maintaining effective management processes and a work environment conducive to effective integration of technical functions of engineering and support functions of legal, contracting, and resource management.
Supervise a staff of project and program managers, administrative personnel, and support team members.
Assure the implementation of corporate goals on schedule, cost, scope, and budget in the Program Management Plan (PMP) in coordination with functional elements.
Provide guidance to functional managers to facilitate the effective resolution of technical problems, schedule slippage, costs, conflicts, and controversial issues, ensuring that program issues are quickly resolved in order to meet program goals.

Specialized Experience: One year of specialized experience which includes planning for accomplishment, reviews status and progress, provides management guidance and direction; providing advice and/or decisions on policy matters in coordination with functional elements; assuring that corporate goals are established for schedule, cost, scope, and budget management of program resource utilization (funds and manpower); planning work to be accomplished by subordinates, sets and adjusts short term priorities, and prepares schedules for completion of work involving product lines in medical. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
