Duties
Major Duties include:
Supervise subordinates to coordinate organizational efforts related to all administrative functions.
Manage administrative operations for Division of Facility Management.
Develop 5-year capital invest and capital improvement plans, manage facility projects including compliance aspects.
Maintain and develop risk management and safety programs for all employees in the division.
Develop and manage division budget annually and multi-year programs.

Qualifications
All qualifications must be met by the closing date of this announcement-11/19/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service that equipped me with the knowledge, skills, and abilities needed to successfully perform the duties of this position. This experience is defined as: (1) managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, cultural resources facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; (2) conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; or (3) performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. Examples of specialized experience include: planning and managing a maintenance operation, utilizing current facility management practices such as value analysis, life-cycle costs and choosing by advantages; In addition, budget development, including annual and long-term programs; developing short-term and long-term plans for maintenance activities, and developing preventive maintenance programs. Utilizing procurement regulations and contract management requirements, to analyze and prepare detailed cost estimates for facility operations, maintenance and construction including contract specifications; analyzing contract proposals, developing spending plans, managing project accounts, and managing the construction process, including contracting oversight, to identify, initiate, and justifying projects. You must include hours per week worked on your resume.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
CTAP/ICTAP Statement: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection.
