You will serve as a GG-0341 Supervisory Administrative Officer and N1 Directorate Head at NAVY INFORMATION OPERATIONS CMD HAWAII, where you will recommend utilization of administrative tasks, money, or manpower and perform analytical and evaluative tasks related to development and execution phases of specific program objectives and operations in order to enhance the effectiveness of organizational structures and procedures.

Duties

You will resolve conflicts which arise and interpret existing policy to make technical and non-technical decisions necessary to analyze and produce innovative management analyses in your assigned area. You will analyze, evaluate, and integrate technical and non-technical data from multiple sources to assess the relevance and significance of developments in your assigned area. You will create products such as briefings to high level managers and senior planners, automated and manual data bases, studies, plans, assessments, and evaluations relative to the capabilities and operations of one or more activities. You will apply new theories, developments, or procedures to management problems not solved by application of standard guidelines and policies. You will develop unprecedented approaches, analytical tools, and methodologies to analyze situations and draw accurate conclusions. You will maintain liaison with high level professionals at other government agencies to provide or obtain information on non-routine problems. You will participate as an expert representative of the organization on panels and committees with commitment authority in your assigned area.

Requirements

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position may require a 2-year DCIPS trial period requirement.
  • This position may be subject to polygraph examination.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS/GG-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector such as: 1) Plan, design, and carry out programs, projects, and studies to analyze and evaluate the effectiveness of programs and operations or the productivity and efficiency of management processes to meet the organization's needs; 2) Prepare new or modify previous management analyses, assessments, or other products to provide recommendations or make decisions which impact policies and programs; 3) Interpret and analyze existing internal processes and procedures to address administrative management requirements by making recommendations for process improvement; and 4) Provide guidance and feedback to senior level officials on the execution of the organization's operations and management.
