About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Meade, Maryland.

Duties

Leads the planning and execution of efforts to implement the DoDAF version 2.02+, the data centric (rather than product centric) approach to ensuring concordance between views in the JCWA’s Architectural Description. Implement Department of Defense Architecture Framework methodology to create, document, staff, baseline, and execute configuration. Determine Intended Use and scope of Architecture. Collect, Organize, Correlate, and Store Architectural Data. Conduct Analyses in Support of Architecture Objectives and documents results. Lead delivers mastery of architectural presentation techniques to effectively convey data to decision makers. Translates mastery of Federal law, regulation, and policies to implement JCWA architectures in support of compliant business decisions. Effectively translates Federal and DoD governance for execution within the USCYBERCOMMAND organizational culture and business processes. Supervises subordinates and provides policy and program objectives, assigns tasks and evaluates the work directed.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must be able to obtain and maintain TOP SECRET security clearance with access to Sensitive Compartmented Information.
  • Must undergo and successfully complete a Counter-Intelligence Polygraph (CI Poly) examination.
  • Must be able to obtain and maintain access to NSA.
  • Incumbent may be required to travel approximately up to 10% of the time to perform temporary duty assignments.
  • This position has been designated as a Testing Designated Position (TDP). Employee must pass initial and periodic short notice drug testing. The incumbent is required to sign a DA Form 5019-R .
  • This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification assigned.
  • Practitioner Career Level Certification must be met within 5 years.

Specialized experience would be demonstrated by 1) Identifying emerging technologies which require developing an architecture and engineering strategy to align to Commands emerging missions; 2) briefing senior leaders on complex Information Technology related issues and policy; 3) develop plans and techniques to fit new situations to improve overall program and policies; 4) managing and coordinating complicated multi-faceted activities with multiple stakeholders both in and outside of the organization; 5) supervising employees and executing a full range of personnel actions. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: leading others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: using expertise and experience to address complex problems, questions, or complaints; anticipating customer needs and modify the team's work activities, processes, and practices to meet these needs; collaborating across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; actively listening and clarifying points when presenting highly complex and controversial findings; using well-constructed, fact-based arguments to persuade stakeholders/officials to take action on suggestions for improvement. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: providing precedent setting solutions to unique problems not previously encountered; helping team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals; identifying the root causes of problems; developing systemic solutions to address them and prevent them from reoccurring. Some federal jobs allow you to substitute your education for the required experience in order to qualify.
