The Budget Analyst works at a two-division teaching hospital affiliated with the University of Kentucky (UK) Medical Center at the Lexington VA Health Care System, Lexington, Ky. The affiliation with UK is extremely active and has representation of all major clinical specialties and subspecialties. UK and VAMC Lexington have an extensive number of shared/combined research studies and projects which creates an ever increasing emphasis on privacy and information security of research data.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below:GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: In a developmental capacity, performs routine and recurring budget administration duties; Gathers extracts, reviews, verifies, and consolidates a variety of narrative information and statistical data. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one full year of graduate level education (or superior academic achievement) from an accredited college or university that demonstrates the knowledge, skills, and abilities necessary to do the work of a Budget Analyst. (TRANSCRIPT REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must possess equivalent combinations of successfully completed graduate level education in Accounting or related disciplines appropriate to the position (in excess of a bachelor's degree) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performs routine and recurring budget administration duties; Gathers extracts, reviews, verifies, and consolidates a variety of narrative information and statistical data; Researches guides to extract legal, regulatory, program, and budgetary information for use by the supervisor or higher-graded analysts; Prepares preliminary budget estimates and reviews justifications for a few relatively stable program and/or program support activities. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a masters or equivalent graduate degree or 2 full academic years of progressively higher level graduate education in a related field of study that demonstrated the knowledge, skills and abilities necessary to do the work. OR LL.B. or J.D., if related. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. (TRANSCRIPT REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must possess equivalent combination of specialized experience and post high school education as described above that demonstrates your ability to perform the duties of this position. For the GS-09, only graduate education in excess of 18 semester hours (1 years) is creditable. If you qualify by a combination, your experience must be detailed in your resume and transcripts are required. Preferred Applicant: The preferred applicant will be a Budget Analyst with previous experience within the VA. The applicant must have knowledge and demonstrated use of budgetary principles and standards with two years' experience preparing, justifying, reporting on, and executing a budget in a fast-paced environment within the VA. The incumbent would have two years' experience as a fund control point clerk or official and working in the Veterans Health Information Systems and Technology Architecture/Integrated Funds Distribution Control Point Activity (VISTA/IFCAP). The incumbent would have extensive knowledge of VA Policies and Procedures in accordance with U.S. Treasury and VA Regulations pertaining to financial data. The preferred applicant would have two years' experience proficiently utilizing software programs such as Financial Management System (FMS), Veterans Health Information Systems and Technology Architecture/Integrated Funds Distribution Control Point Activity (VISTA/IFCAP), Pyramid Analytics, Rogers Software Development (RSD), SnapWeb, PAID, etc. Preferred applicant would have experience utilizing Microsoft Excel in a professional, financial setting including being able to use and manipulate complex spreadsheets, creating formulas, graphs, macros, etc. and would be proficient in other Microsoft Office applications such as Word and Access databases. The incumbent would have extensive experience using standard office equipment such as but not limited to copiers, fax machines, scanners, computers, 10-Key calculators, etc. You will be rated on the following Competencies for this position: Budget AdministrationCommunicationComputer SkillsControl of FundsCustomer ServicePrinciples of FinanceSelf Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Permanent Employee Status: If you are unsure if you have permanent employee status to be considered for this position, you can verify your status by referring to Box 24 on your most recent SF-50. The box must have a 1 or 2 in order to be considered for this position. Physical Requirements: Work is sedentary, being performed for the most part while seated comfortably at a desk or table. A moderate amount of standing and walking is required when attending meetings and conferences, and in visiting other offices and building throughout the installation. Work Environment: Most work is performed in a properly heated and ventilated, air conditioned and well lighted office setting.
